Objectives

The primary objective of this tender is to procure the supply and delivery of road maintenance materials to the Phokwane Local Municipality for a period of 12 months, on an as-and-when-required basis. The goal is to ensure the municipality has access to quality road construction and maintenance materials to support civil projects and road infrastructure upkeep.

Scope

The scope of the tender includes:

• Supply and delivery of various road maintenance materials such as:
• Anionic stable SS 60% emulsion
• All weather cold mix asphalt
• Cold mix asphalt wearing course (bulk)
• Hot premix asphalt wearing course (bulk)
• G2 gravel material
• G5 gravel material
• River sand
• Provision of materials in accordance with relevant standards (e.g., SANS certificates).
• Delivery within 7 working days after receipt of order.
• Testing and quality assurance of supplied materials as required by the municipality.
• Pricing adjustments for bitumen products based on fuel price fluctuations.

Technical Requirements

The technical requirements specify that:

• All products must conform to applicable standards and specifications, with proof via SANS certificates available upon request.
• Materials must be suitable for civil construction needs and capable of withstanding handling and environmental conditions during transit and storage.
• Delivery must be completed within 7 working days of order receipt.
• Materials such as bitumen products should be supplied in preferred bag sizes (e.g., 25kg) or bulk, as specified.
• Samples may be tested at accredited laboratories, with costs borne by the supplier if materials comply.
• Price adjustments for bitumen products are permissible, with proper documentation and formula submission.

Skills and Qualifications Requirements

Applicants must demonstrate:

• Relevant experience with similar supply projects, supported by certified appointment letters and completion certificates.
• Ability to transport and deliver materials, evidenced by ownership documents or signed letters of intent for plant and equipment.
• Financial stability, supported by bank rating or financial statements.
• Compliance with procurement policies, including submission of valid SARS Tax Compliance Status, CSD registration, and municipal rates & taxes clearance.
• Capability to meet delivery deadlines, evidenced by commitment letters from manufacturers.
• Provision of a valid B-BBEE status level verification certificate or sworn affidavit.
• For technical evaluation, bidders must provide project team CVs, qualifications, and references for similar projects completed.
• Proof of joint venture agreements or enterprise questionnaires if applicable.
