Objectives

The primary objective of this tender is to appoint reputable service providers for the supply and delivery of road materials to Ndlambe Municipality over a period of twelve (12) months. The aim is to ensure the municipality has access to quality road materials, including bituminous products and other road construction materials, to support road maintenance and infrastructure projects.

Scope

The scope encompasses the supply, delivery, and neat packing of various road materials within the jurisdiction of Ndlambe Local Municipality. Key items include:

• Bituminous products such as cold lay asphalt in 30kg waterproof bags, pre-mixed with specified aggregate and bitumen grades.
• Crushed road stones of sizes 13mm, 19mm, and 6.7mm, meeting COLTO standards.
• Crusher dust, building sand, and 50kg cement bags.
• Other materials like asphalt filler, emulsion, and fines material, all complying with relevant standards.

The materials must meet specified standards, be properly packaged, and delivered within 7 days of order receipt.

Technical Requirements

The technical specifications for the materials include:

• Bituminous products must conform to standards such as COLTO, TRH8, and SANS 4001-BT3, with lab test results provided upon request.
• Aggregates should have grading within specified sieve limits, flakiness index not exceeding 25%, and crushing values below 30% for durability.
• Crusher dust must be fine, with maximum particle size of 4.75mm and high fines content.
• Building sand must have appropriate fineness modulus, be free from organic matter, and meet grading requirements.
• All products must be supplied with valid SANAS certificates or laboratory test results, not older than 4 months.
• Materials must be packaged to prevent seepage and evaporation, with bags sealed and durable for storage and handling.

Skills and Competency Requirements

Applicants must demonstrate:

• Experience in supplying similar road materials, supported by appointment letters, purchase orders, or reference letters from reputable clients or government entities.
• Capacity to transport the required quantities, evidenced by vehicle registration documents or certified letters of intent from plant hire companies.
• Ability to meet delivery timelines, specifically within 7 days of order placement.
• Compliance with quality standards, supported by SANAS-certified lab test results or manufacturer proof of production.
• Knowledge of relevant standards such as COLTO, TRH8, and SANS specifications.
• Provision of necessary documentation including CSD registration, municipal clearance, B-BBEE status, and proof of good standing with tax authorities.
