Objectives

The primary objective of this tender is to supply and deliver seals and O-rings to Arnot Power Station on an as-and-when-required basis over a period of five (5) years. Additionally, the tender aims to promote transformation, support national development goals, and enhance supplier B-BBEE ratings through compliance and improvement plans. The tender also emphasizes skills development, local procurement, and subcontracting to designated groups.

Scope

The scope includes:

• Supply and delivery of seals and O-rings as required at Arnot Power Station for five years.
• Development of local skills and employment, including training and capacity building for unemployed candidates across South Africa.
• Subcontracting a minimum of 5% of the contract value to designated groups, including black-owned businesses and enterprises in townships or rural areas.
• Ensuring compliance with transformation and procurement policies, including local content and B-BBEE requirements.

Technical Requirements

The technical requirements include:

• Provision of seals and O-rings suitable for power station operations, meeting Eskom’s specifications.
• Adherence to local procurement content targets, with total value added in South Africa.
• Implementation of skills development initiatives targeting unemployed candidates in critical and scarce occupations such as boilermakers, welders, electricians, and technical trades.
• Subcontracting to qualified entities with appropriate B-BBEE status levels.
• Compliance with SDL&I obligations, including reporting, monitoring, and corrective actions.

Skills Requirements

The tenderer must:

• Develop and implement skills development plans for unemployed candidates across all provinces, focusing on occupations in high demand (e.g., N3 or boiler equivalent, welders, electricians).
• Engage with SETAs and accredited training providers for skills training and capacity building.
• Subcontract at least 5% of the contract value to designated groups, including youth, women, and black-owned enterprises.
• Ensure candidates are from diverse demographics, representing South Africa’s population.
• Cover all costs related to skills development initiatives, with no financial contribution from Eskom.
• Maintain and improve B-BBEE status levels throughout the contract period, submitting improvement plans within 30 days of contract signing.
