Objectives

The primary objective of this tender is to procure a supplier capable of providing the supply and delivery of spare parts, as well as the provision of servicing and maintenance for eThekwini Municipality vehicles over a period of 36 months. The aim is to ensure the availability of original OEM parts and reliable maintenance services to support the municipality’s fleet operations efficiently and effectively.

Scope

The scope encompasses:

• Supply and delivery of genuine OEM spare parts for various vehicle categories including Toyota, Volkswagen, Ford, Scania, MAN, Isuzu, Chevrolet/Opel, BMW, and others.
• Provision of servicing, repairs, inspections, diagnostics, calibration, and maintenance for municipal vehicles and trucks, including outsourced services where applicable.
• Management of consignment stock at municipal premises, including stock replenishment, labeling, and reporting.
• Implementation of vehicle monitoring systems, including Touch Key application and compliance with traffic regulations.
• Training and inducting personnel from previously disadvantaged backgrounds, including Parts Advisors, Apprentices, and Auto Electrical trainees.
• Adherence to OEM standards, OEM-approved parts, and OEM diagnostic software.
• Provision of towing, recovery, wheel alignment, brake testing, and other specialized services.
• Participation in performance monitoring, quality assurance, and compliance with occupational health and safety regulations.

Technical Requirements

The technical requirements include:

• Supply of original, genuine OEM parts with valid accreditation from OEM manufacturers.
• Timely delivery of parts and services, with specified turnaround times (e.g., 2 hours for service parts, 24 hours for repairs).
• Provision of OEM diagnostic software and trained technicians for vehicle repairs and diagnostics.
• Maintenance of insurance cover of at least R10 million for the duration of the contract.
• Compliance with the Occupational Health & Safety Act, including the development of safety files, risk assessments, and method statements.
• Use of OEM-approved discount codes and adherence to manufacturer specifications for all repairs and parts.
• Implementation of a vehicle monitoring system, including Touch Key access and movement coordination.
• Proper stock management, including consignment stock at municipal facilities, with monthly reporting.
• Participation in performance assessments and quality control measures.

Skills and Skills Requirements

The tender stipulates the following skills and personnel requirements:

• Qualified Parts Advisors, including trainees from previously disadvantaged backgrounds.
• Mechanical and Auto Electrical Apprenticeship training for personnel during the contract period.
• OEM-trained technicians for diagnostics, repairs, and maintenance.
• Personnel with valid driver’s licenses appropriate for vehicle categories.
• Personnel trained in health and safety procedures, including oil handling, disposal, and risk management.
• Support staff for stock management, reporting, and vehicle monitoring system operation.
• Personnel capable of providing technical support, product orientation, and training to municipal staff.
