Objectives

The primary objective of this tender is to supply and deliver uniforms and protective clothing for Community Services within the Ingquza Hill Local Municipality. The aim is to procure quality apparel that meets specified standards and requirements to support community service operations effectively.

Scope

The scope encompasses the supply and delivery of various types of uniforms and protective clothing, including:

• Solid waste, parks, and cemeteries uniforms (jackets, shirts, hats, woollen hats, bottom work suits)
• Circumcision protective clothing (hats, top-work suits, bottom work suits)
• Additional accessories such as safety boots, reflector vests, and related items

The items must adhere to detailed specifications regarding color, logo embroidery, material type, and design features. The delivery will be to designated municipal locations within the stipulated timeframe.

Technical Requirements

The technical requirements specify detailed standards for each item, including:

• Color specifications (e.g., Navy, Green, Lemon, Orange, Black, Lemon & Orange)
• Logo placement and embroidery (municipal logo, embroidery on chest, back, shoulder area, etc.)
• Material types (100% cotton, acrylic, polyester, fine wool)
• Design features such as zip closures, pockets, stowaway hoods, reflectivity, and water/oil resistance
• Size and quantity specifications for each item
• Compliance with safety standards for items like safety boots and reflective vests

All items must meet the specified quality, durability, and safety standards as outlined in the tender documentation.

Skills and Skills Requirements

The successful bidder must demonstrate:

• Project experience in supplying and delivering uniforms and protective clothing, with evidence of similar completed projects (minimum of four projects)
• Resource capability in terms of supply chain, manufacturing, and delivery capacity
• Ownership and management of black-owned businesses, with specific goals for youth (18-35 years), women, and persons with disabilities (e.g., ownership by black youth, women, and disabled persons)
• Compliance with local content requirements and the ability to provide proof of local manufacturing and content as per SATS 1286:2011 standards
• Financial stability and the ability to provide references and purchase orders demonstrating capacity to handle contracts of the specified value
• Adherence to tax compliance and supply chain management practices, including submission of valid tax clearance certificates and declarations of interest

Additionally, bidders should possess the technical expertise in manufacturing, embroidery, and quality assurance of uniforms and protective clothing, along with the capacity for timely delivery and compliance with all specifications and contractual obligations.
