Objectives

The primary objective of this tender is to procure the supply and delivery of various sweeper vehicles, including compact suction sweepers, heavy-duty truck-mounted sweepers, and heavy-duty mechanical/suction sweepers, for use within the City of Cape Town. The aim is to enhance the city's road cleaning operations over a contract period of 36 months.

Technical Requirements

The technical requirements are detailed for each vehicle type, including:

• Vehicle specifications: payload capacity, dimensions, GVM ratings, and chassis details.
• Engine and powertrain: emission standards (Euro 3), power output, torque, and fuel efficiency.
• Braking, steering, and safety systems: compliance with relevant standards, ABS, parking brakes, and gradeability.
• Wheels, tyres, and electrical systems: suitable sizes, IP ratings, lighting, warning systems, and accessories.
• Sweeping and water spray systems: dual side brushes, hopper capacity, water tank size, and dust control features.
• Operator cab: design for visibility, comfort, safety features, and communication systems.
• Accessories and signage: warning signs, LED lighting, camera systems, and safety markings.
• Maintenance facilities: OEM-approved workshops within the city, equipped for repairs and overhauls.
• Compliance with standards: South African road traffic, emission, safety, and construction standards.

Skills and Skills Requirements

The tender specifies the following skills and competencies required from the supplier:

• Technical expertise in manufacturing, assembling, and maintaining sweeper vehicles according to South African and international standards.
• Provision of comprehensive training for operators and maintenance staff, including operational, diagnostic, and fault-finding skills.
