Objectives

The primary objective of this tender is to procure a comprehensive fleet of various trailers tailored to meet the operational needs of the eThekwini Municipality. These include trailers for transporting horses, trailers with ablution facilities, workshop trailers, woodchipper units, sludge tanks, generators, mobile lighting towers, water tankers, recreational vehicles, sea craft, drawbar water tankers, beach cleaning implements, police road block trailers, compressor trailers, refuse compactors, container trailers, firefighting trailers, trailers for transporting heavy machinery, trailers for equipment, fuel bowsers, caged sides trailers, and other specialized units. The overarching goal is to ensure the municipality's operational efficiency, safety, and compliance with relevant standards across diverse applications.

Scope

The scope encompasses the design, manufacturing, testing, homologation, delivery, and commissioning of a wide range of trailers and related equipment as specified. This includes:

• Trailers for transporting horses, equipment, and materials.
• Trailers with specialized features such as ablution facilities, water tanks, sludge tanks, and emulsion sealant tanks.
• Trailers equipped with self-powered systems like generators, lighting towers, jetting units, and vacuum pumps.
• Trailers for specific functions such as razor wire deployment, core drilling, refuse compaction, and beach cleaning.
• Trailers for transporting containers, heavy machinery, and other large equipment.
• Accessories including jerry cans, fire extinguishers, signage, lighting, and safety features.

The project covers all aspects from design, material selection, manufacturing, quality assurance, to final delivery and operational training, ensuring compliance with applicable standards and specifications.

Technical Requirements

The technical specifications mandate that all trailers and units must adhere to the following:

• Construction from corrosion-resistant materials such as 3CR12 stainless steel, Hardox, or equivalent.
• Design for a maximum speed exceeding 35 km/h suitable for road use.
• Structural integrity with appropriate wear plates, reinforced floors, and corrosion protection.
• Hydraulic, pneumatic, and electrical systems must be robust, sealed, and protected against environmental factors.
• Inclusion of safety features such as LED lighting, reflective tapes, warning signs, and emergency equipment.
• Homologation and compliance with SANS, SABS, NRTA, and other relevant standards.
• Provision for easy maintenance, accessibility, and modular design for repairs and inspections.
• Power systems including solar panels, batteries, and auxiliary engines where applicable.
• Manual and automated controls for operational functions, with remote operation options where specified.

Skills and Skills Requirements

The successful bidder must demonstrate the capacity to deliver the project with the following skills and expertise:

• Design engineering expertise in heavy-duty, corrosion-resistant trailer construction and specialized equipment integration.
• Manufacturing capability with ISO/SANS compliant facilities and quality management systems.
• Proficiency in hydraulic, pneumatic, electrical, and mechanical systems design and assembly.
• Experience in homologation, certification, and compliance with South African standards (SANS, SABS, NRTA).
• Ability to produce detailed technical documentation, CAD models, and engineering reports.
• Knowledge of safety regulations, environmental standards, and best practices in trailer manufacturing.
• Capability to provide after-sales support, maintenance, and training services.
• Proven track record in delivering similar projects within scope, budget, and schedule constraints.
