Objectives

The primary objective of this tender is to procure the supply and delivery of Welland and Tuxhorn control valves and 22 kV Compressor (SVD 600/250-350) spares on an "as and when required" basis, ensuring timely availability of critical components to support Eskom’s operational needs. The tender also aims to promote local content, transformation, and supplier development in line with Eskom’s procurement policies.

Scope

The scope includes:

• Supply and delivery of Welland & Tuxhorn control valves and 22 kV compressor spares.
• Provision of these spares on an "as and when required" basis over the contract period.
• Compliance with technical, quality, environmental, safety, and contractual requirements as specified in the tender documents.
• Subcontracting to capable and competent EME/QSE suppliers, with specific targets for local procurement and job creation.

• Provision of quality management system documentation, inspection and test plans, and quality control plans.
• Environmental management aligned with ISO 14001:2015, including environmental policy, management plans, and emergency response procedures.
• Adherence to safety, health, and SHEQ standards, including submission of relevant certificates and plans.
• Provision of detailed technical data, cataloguing, and labelling as per Eskom’s specifications.
• Compliance with contractual and legal requirements, including tax, CIDB grading, and supplier registration.
• Provision of detailed pricing schedules, delivery timelines, and compliance with price adjustment mechanisms.

Skills and Skills Development Requirements

The tenderer must demonstrate:

• Capability to deliver the specified goods in accordance with technical and quality standards.
• Provision of skilled personnel, including CVs, permits, and licenses where applicable.
• Commitment to skills development and job creation, including sourcing and training previously disadvantaged individuals.
• Implementation of skills transfer programs, bursaries, and apprenticeships, with a minimum of one candidate skilled per R20 million spent.
• Participation in local employment initiatives, sourcing from local communities, and subcontracting to local SMEs and designated groups.
• Compliance with Eskom’s transformation and B-BBEE targets, including submission of B-BBEE improvement plans and relevant certificates.
