Objectives

The primary objective of this tender is to procure a supplier capable of providing and delivering high-quality wheelie bins that meet specified standards and specifications, ensuring efficient waste collection and management for the Cape Agulhas Municipality.

Scope

The scope encompasses the supply and delivery of 240-litre wheelie bins, including bodies, lids, handles, wheels, and axles, compliant with national standards and municipal requirements. The bidder must supply a complete batch of bins, some of which will be tested for compliance with SABS standards, and ensure all bins are compatible with existing municipal refuse collection mechanisms. The scope also includes providing necessary documentation, certifications, and adhering to specified delivery timelines.

Technical Requirements

• Materials must contain at least 30% of the bin material derived from the manufacturer’s own conversion process, ensuring durability and compliance.
• Bin bodies must start with "CAM", have dimensions of 580 mm width, 1070 mm height, and a capacity of 240 litres.
• Bin bodies should be honeycombed, free of obvious colour streaks, and fully compatible with refuse compactor lifting mechanisms.
• Bin lids must be attached to the body, include lifting handles, and facilitate easy refuse discharge.
• Bin handles must have a minimum height of 800 mm in a tilted position.
• Wheels must be maintenance-free, and axles should support compliance testing for recycled HDPE content as per SANS 1494:2014.
• Selected bins for testing must bear the SABS mark or demonstrate compliance with SANS 1494:2014, Edition 2.
• The supplier must provide all transport, labor, and equipment for off-loading and delivery.
• All bins must meet the specifications outlined, including dimensions, material content, and compatibility with municipal equipment.

Skills and Competency Requirements

• Proven experience in manufacturing or supplying waste management containers, demonstrated through a schedule of satisfactorily completed projects within the last 5 years.
• Ability to produce and supply bins that meet national standards, including SABS compliance testing and certification.
• Capability to provide all necessary documentation, including Certificates of Incorporation, Municipal Account payments, B-BBEE certificates, and tax compliance status.
• Technical expertise in materials suitable for durable waste containers, including recycled HDPE content and honeycomb design.
• Capacity to conduct and finance compliance testing at SABS, with the understanding that non-compliance may result in batch rejection and batch collection.
• Ability to adhere to delivery schedules, provide after-sales support, and ensure quality control throughout the supply process.
