Objectives

The primary objective of this tender is to supply, deliver, and install a 10-hectare centre pivot irrigation system at Amabamba Farm in the Makana Local Municipality, Sarah Baartman District. The project aims to enhance agricultural infrastructure by providing an efficient irrigation solution, including the supply and installation of the pivot system, pipeline, electrical connections, and associated training for the farm operators.

Scope

The scope of work encompasses:

• Supply and installation of a 200-meter centre pivot irrigation machine with control panel and safety features.
• Excavation and installation of approximately 300 meters of 200 mm diameter pipeline, including accessories such as bends, standpipes, air valves, butterfly valves, and saddles.
• Electrical connection, testing, and commissioning of the irrigation system, including the supply of electrical cables and transformers.
• Provision of training to the farm operators on the operation and maintenance of the irrigation system.
• Site preparation, including access, security, and safety measures, with minimal environmental disturbance.

Technical Requirements

The technical specifications include:

• Use of locally manufactured materials, compliant with South African standards (SANS, SABS).
• Supply of a centre pivot system with a radius of approximately 435 meters, flow rate of 45 m³/h, and safety features such as pump shut-off mechanisms.
• Installation of uPVC pipes (200 mm diameter, class 6) with appropriate bends and fittings, ensuring leak-proof joints and temperature considerations.
• Steel pipes and fittings conforming to SANS 719, protected against corrosion.
• Electrical systems including underground cabling (400V, 50Hz), control panels, and safety devices with specified cable sizes.
• Provision of anchor/thrust blocks, standpipes, air valves, butterfly valves, and other accessories as per specifications.
• Compliance with environmental management, health, and safety standards, including hazard assessments, PPE, signage, and emergency procedures.

Skills and Competency Requirements

The tenderer must demonstrate:

• Registration with the CIDB in a contractor grading designation of 3CE/3SH or higher, with active registration throughout the project duration.
• Valid registration on the National Treasury Central Supplier Database (CSD) and proof of tax compliance.
• Experience in installing large-scale irrigation systems, with references for similar projects completed within the last three years.
• Qualified personnel including:
• Project Manager with relevant experience and qualifications.
• Qualified electrical engineers or technicians for electrical connections.
• Skilled pipefitters and civil workers familiar with uPVC and steel piping.
• Health & Safety Officer with SACPCMP registration and relevant experience.
• Provision of key personnel CVs, demonstrating competency in construction, electrical, and irrigation works.
• Ability to manage environmental, health, and safety requirements, including hazard assessments, PPE, and site safety protocols.
• Capacity to mobilize and manage local labor, with a preference for employing community members where possible.
