Objectives

The primary objective of this tender is to supply, support, and maintain a traffic contravention system with license recognition capabilities for a period of thirty-six (36) months. The system aims to enhance traffic management, enforce traffic laws, and improve municipal revenue collection through automated detection and processing of traffic violations.

Scope

The scope encompasses the provision of a comprehensive traffic camera system, including:

• Supply of digital laser cameras for law enforcement (auto and manual).
• Implementation of a back-office contravention software compliant with municipal and national standards.
• Provision of Book Management tools for traffic violation records.
• Manual fine capturing and integration with court systems.
• Automatic Number Plate Recognition (ANPR) systems, including vehicle-mounted roadblock units.
• GIS data integration and warrant management.
• On-site and remote payment facilities, including on-vehicle ANPR units with mobile capabilities.
• Provision of necessary accessories, hardware, and software licenses.
• Training, support, and maintenance over the contract period.

The project duration is set at 36 months, with the expectation that the system will be fully operational and maintained throughout this period.

Technical Requirements

The technical specifications include, but are not limited to:

• Back Office/Contravention Software:
  • Compliance with mSCOA standards and full ownership of source code.
  • NRCS Type approval for digital laser cameras.
  • SANAS accreditation for calibration.
  • Migration capability for existing data.
• Book Management:
  • Features for book location reporting, outstanding fines, summaries, allocations, and compliance reports.
• Manual Fine Capturing:
  • Integration with existing violation lookups and court systems.
  • Reporting and officer-based creation functionalities.
• ANPR Systems:
  • Hand-held devices capable of barcode scanning, license checking, and issuing summons.
  • Vehicle-mounted roadblock units with online cashier, printing, and power options (battery/solar/generator).
  • Minimum device specifications include 8MP rear camera, 4G LTE, GPS, and Bluetooth connectivity.
• Additional hardware includes desktop computers, servers, printers, and accessories.
• System must support GIS data, warrant management, and integration with existing municipal systems.

Skills Requirements

The tender requires the following skills and personnel:

• Experience: Proven track record of at least 5 years in Traffic Management Systems, with documented completed projects.
• Project Manager: Degree or Diploma in IT/Computer Science with a minimum of 4-5 years of relevant project management experience in traffic systems.
• Technical Resources: Ownership or lease of critical hardware and software resources, including laser cameras, ANPR units, and supporting infrastructure.
• Methodology: Clear approach to system deployment, integration, and quality assurance, demonstrating innovative and efficient practices.
• Organizational Structure: Well-balanced team with defined roles, responsibilities, and proven coordination skills.
• Experience of Key Personnel: References and CVs demonstrating relevant expertise and successful project delivery.
• Skills Transfer: Ability to transfer knowledge to municipal officials, with documented training plans and capacity-building measures.
