Objectives

The primary objective of this tender is to supply, support, and maintain a traffic contravention system with license recognition capabilities over a period of 36 months. The system aims to enhance traffic management, enforcement, and revenue collection within Umlalazi Municipality.

Scope

The scope includes the provision of a comprehensive traffic camera system comprising:

• Back Office Contravention Software compliant with municipal requirements
• Digital Laser Cameras for law enforcement (auto and manual)
• Book management tools including AARTO books and related reports
• Manual fine capturing and reporting functionalities
• Sec 341 capture and infringer notification capabilities
• Automatic Number Plate Recognition (ANPR) systems with on-site payment facilities
• Hardware devices such as hand-held ticketing devices, printers, and vehicle-mounted systems
• Installation, configuration, and maintenance of all hardware and software components

The contract duration is 36 months, with the possibility of support and maintenance during this period.

Technical Requirements

The technical specifications include:

• Back Office Software: mSCOA compliant, source code ownership, NRCS type approval, SANAS accreditation, data migration capability
• Laser Cameras: NRCS approved, SANAS accredited calibration, and laser certification
• Book Management: features for location reporting, outstanding books, summaries, allocations, and compliance reports
• Manual Fine Capture: integration with court systems, search facilities, multiple charge and location management
• ANPR Systems: vehicle-mounted units with online cashier, barcode ticketing, GPS, and power options (vehicle, solar, generator)
• Hardware Devices: hand-held ticketing devices with barcode scanning, license recognition, Bluetooth connectivity, and robust build (drop, tumble, ESD resistant)
• Connectivity: Wireless WAN (4G LTE), GPS, Bluetooth, and power options suitable for field operations

Skills and Skills Requirements

The tender requires the following skills and expertise:

• Previous Experience: Proven track record with at least 3-5 completed traffic management projects in the past 5 years, supported by appointment letters or reference letters.
• Project Management: A qualified project manager with a Degree or Diploma in IT/Computer Science, with a minimum of 3 years’ experience in traffic management systems.
• Technical Resources: Ownership or lease of critical hardware components such as laser cameras, ANPR units, and hand-held devices, supported by certification and ownership documents.
• Methodology: Clear approach to system deployment, integration, and support, including quality assurance, project milestones, and innovative solutions where applicable.
• Staffing: Skilled personnel with relevant qualifications, experience, and certifications, including system specialists, calibration experts, and technical support staff.
• Monitoring & Reporting: Ability to provide regular progress reports, performance management, and compliance documentation as per contractual requirements.

Additional skills include familiarity with municipal systems, legal compliance (NRCS, SANAS), and effective communication with stakeholders.
