Objectives

The primary objective of this tender is to supply and deliver repairs for Sledge and A-frame equipment, including manufacturing specific components such as draw-bar pins and hinge pins, as well as repairing damages to cargosledges and related surfaces. The project aims to ensure the equipment is restored to operational standards, with an emphasis on quality, durability, and compliance with DFFE specifications.

Scope

The scope of the tender encompasses:

• Repairing damages to cargosledges and A-frames as detailed in attached drawings and documents.
• Manufacturing and supplying draw-bar pins and hinge pins according to specified drawings.
• Transporting the repaired and supplied items to the Department of Environment, Forestry and Fisheries (DFFE) at East Pier, V&A Waterfront, Cape Town.
• Adhering to specific paint and welding specifications for repairs, including anti-rust primer and acrylic topcoat in Electrical Orange.
• Participating in a compulsory site visit to view samples before submission.

Technical Requirements

The technical requirements include:

• Welding using low hydrogen welding rods or equivalent, with external welds of 4mm (UOS) and internal welds of specified standards.
• Replacement and reinforcement of towing points and lugs with ROC-TUFF or similar high-strength materials, with specified spacing.
• Application of DFFE-approved paint specifications: anti-rust primer (ACRI 700 Primer), acrylic topcoat (ACRI 700 FINISH), in Electrical Orange (Hex-FF3503).
• Compliance with welding and repair standards as detailed in the specifications, including surface repairs, reinforcement, and painting.
• Proper packaging to prevent damage during transit, with clear marking and documentation.
• Delivery of goods and services within specified timelines, with proof of compliance upon delivery.

Skills and Skills Requirements

The tenderer must demonstrate:

• Proficiency in welding, particularly low hydrogen welding techniques, and experience in structural repairs of equipment similar to cargosledges and A-frames.
• Capability to manufacture precision components such as draw-bar pins and hinge pins according to detailed drawings.
• Knowledge of paint application, including anti-rust primers and acrylic topcoats suitable for marine and outdoor environments.
• Experience in handling and transporting heavy equipment, ensuring safety and compliance with transport standards.
• Ability to adhere to strict quality standards, technical specifications, and safety regulations.
• Competence in documentation, including submitting valid quotations on company letterhead, completing required forms (SBD4, SBD6.1), and providing proof of compliance with mandatory requirements.
• Participation in site visits and ability to interpret technical drawings and specifications for repairs and manufacturing.
