Objectives

The primary objective of this tender is to procure a heavy-duty, abnormal load semi-trailer with a payload capacity of not less than 45,000 kg, suitable for use within Mpumalanga Province, for a period of five (5) years. The supplier must provide, deliver, and commission the semi-trailer that meets specified technical and safety standards, ensuring operational efficiency for transporting road construction equipment and other heavy loads.

Scope

The scope encompasses the supply, delivery, and commissioning of a heavy-duty 4-axle semi-trailer designed for abnormal loads, with detailed specifications including dimensions, structural features, safety systems, and compliance with relevant legislation. The contract covers all aspects from manufacturing, inspection, training, warranty, and servicing during the contract period, ensuring the trailer's suitability for use on tarred roads and construction sites within the province.

Technical Requirements

• Trailer Specifications: Abnormal load heavy-duty 4-axle semi-trailer with a payload capacity ≥ 45,000 kg, width between 2,900 mm and 3,000 mm (extendable to 3,500 mm), length ≥ 10.50 m, and constructed from high tensile steel.
• Structural Features: Flat, level deck with timber covering, lashing points, lockable toolboxes, spare wheel storage, and a gooseneck compatible with specified truck tractor.
• Dimensions & Load Capacity: Deck length ≥ 10.50 m, width adjustable with outriggers, deck height ≤ 1,300 mm, and suitable for loads with a minimum payload of 45,000 kg.
• Braking & Suspension: SABS-approved ABS system, dual air-line fail-safe brakes, leaf spring suspension (no pneumatic suspensions), and suitable axles with a minimum rating of 13,000 kg each.
• Electrical & Lighting: 24V system, LED lights, 7-pin trailer connector, reverse siren, and compliance with Road Traffic Act standards.
• Safety & Signage: Retro-reflective abnormal load warning boards, chevron boards, speed restriction signs (30-80 km/h), flags, and brass plates indicating load center.
• Inspection & Certification: Pre-delivery inspection, compliance with relevant legislation (NRTA, NRTR, TRH11), and certification of local content and manufacturing standards.

Skills Requirements

• Manufacturing & Assembly: Proven experience in manufacturing heavy-duty semi-trailers, with capacity to produce trailers that meet technical specifications and safety standards.
• Technical Expertise: Skilled engineers and technicians capable of designing, inspecting, and certifying trailers according to national and industry standards.
• Quality Assurance & Inspection: Ability to conduct rigorous quality control, testing, and compliance verification prior to delivery.
• Training & Support: Accredited facilities and trainers to provide operational, maintenance, and safety training for end-users.
• Warranty & Servicing: Capable of providing ongoing maintenance, servicing, and spare parts supply during the contract period, with qualified artisans and authorized workshops in Mpumalanga Province.
