Objectives

The primary objective of this tender is to supply, deliver, and construct a piggery structure at Sam Farm in the Nelson Mandela Bay Metro of the Sarah Baartman District. The project aims to develop a functional piggery with associated infrastructure, including fencing, water systems, and equipment, following specified standards and environmental and safety regulations. The project emphasizes labour-intensive construction methods aligned with EPWP guidelines to promote local employment and sustainable development.

Scope

The scope of work encompasses:

• Construction of a piggery structure including foundations, walls, roofing, and flooring as per detailed drawings and specifications.
• Installation of water reticulation systems, including tanks, pipes, and nipple drinkers.
• Provision and erection of perimeter fencing and security gates.
• Installation of piggery equipment such as farrowing pens, feeding bowls, drainage, and manure systems.
• Provision of site facilities, environmental management, and safety measures.
• Adherence to environmental, health, safety, and quality standards throughout construction.

Technical Requirements

The technical scope includes:

• Construction in accordance with South African Standards (SABS 1200 series) and project specifications.
• Use of approved plant, materials, and equipment, with certification and testing prior to installation.
• Implementation of environmental management plans, including soil, water, flora, fauna, and waste management.
• Installation of water supply systems with polyethylene tanks, galvanized pipes, and nipple drinkers, complying with relevant standards.
• Construction of manure channels, drainage, and slurry systems as per drawings and specifications.
• Provision of security fencing, gates, and piggery equipment, fabricated from approved materials and standards.
• Compliance with occupational health and safety regulations, including risk assessments, safety plans, and training.
• Environmental management and rehabilitation post-construction, including site clearance and restoration.

Skills and Competencies Requirements

The tenderer must demonstrate:

• Proven experience in constructing piggery structures and related infrastructure, with references of similar projects completed within the last three years.
• Capability to undertake labour-intensive construction methods in line with EPWP guidelines.
• Competence in civil engineering, structural works, plumbing, electrical, and environmental management, supported by CVs and qualifications of key personnel.
• CIDB contractor grading designation of at least 3GB or higher, with valid certification and registration.
• Ability to provide and manage plant, equipment, and materials, with proof of ownership or lease agreements.
• Knowledge of environmental legislation, safety regulations, and quality standards relevant to construction projects.
• Capacity to coordinate subcontractors, manage site safety, and ensure compliance with all legal and contractual obligations.
• Financial stability and compliance with tax and procurement regulations, including registration on the CSD and CIDB databases.
