Objectives

The primary objective of this tender is to supply, deliver, and off-load aluminium sulphate solution for use in drinking water treatment and the maintenance of dosing equipment across specified Water Treatment Plants (WTPs) within the City of Cape Town. The solution must meet quality standards, ensure continuous water treatment, and support operational safety and efficiency.

Scope

The scope encompasses:

• Provision of aluminium sulphate solution for various WTPs, including Blackheath, Brooklands, Constantia Nek, Kloof Nek, Steenbras, and Wemmershoek.
• Ad-hoc supply to additional sites such as Faure, Voëlvlei, and CFA-Strandfontein.
• Delivery, off-loading, and handling of the chemical in bulk or IBCs, with specific vehicle size and access constraints per site.
• Maintenance, inspection, calibration, and safety checks of dosing systems and associated equipment.
• Provision of emergency response services for leaks, spillages, and incidents.
• Compliance with quality, safety, health, and environmental standards throughout the contract period of 24 months.

Technical Requirements

The technical specifications include:

• Supply of aluminium sulphate meeting SANS 50878:2023 standards, with chemical parameters such as aluminium content (37-40 g/kg) and density (1.4-1.6 g/cm³).
• Delivery in specified quantities, with a minimum of 3 years relevant experience in supply of similar chemicals, and proven capacity to deliver the required volumes.
• Provision of samples for testing at Scientific Services Branch, with analysis for parameters like aluminium, iron, insoluble matter, arsenic, cadmium, chromium, mercury, nickel, lead, antimony, selenium.
• Maintenance and inspection of dosing systems, including disassembly, cleaning, repair, calibration, and replacement of parts with SABS or CE certification.
• Implementation of safety and health protocols, including PPE, emergency procedures, and safety notices at off-loading points.
• Adherence to quality assurance, ISO 9001 standards, and environmental compliance.
• Provision of detailed safety, logistics, and stock management plans.

Skills Requirements

The tenderer must demonstrate:

• Experience in supplying and delivering aluminium sulphate or similar water treatment chemicals, supported by reference letters and contract history.
• Technical expertise in maintaining and calibrating dosing equipment, with qualified personnel (CVs, certifications, and experience of maintenance supervisors).
• Capacity to provide suitable vehicles, handling equipment, and logistics support compliant with site access constraints.
• Ability to conduct routine and emergency maintenance, inspections, and audits, with documented safety and quality procedures.
• Knowledge of health and safety regulations, including PPE provision, emergency response, and safety management plans.
• Capability to prepare and submit detailed reports, certificates, and documentation for quality assurance, safety, and environmental compliance.
• Proven track record in supply chain management, including adherence to contractual obligations, timely delivery, and quality standards.
