Objectives

The primary objective of this tender is to supply, deliver, and off-load bleach and dishwashing liquid to the Department of Correctional Services' Durban Management Area, ensuring the provision of safe, effective cleaning and disinfecting products that meet specified standards and specifications.

Scope

The scope includes the procurement of:

• Bleach liquid (25L containers), suitable for disinfection, stain removal, and whitening, meeting SABS specifications.
• Dishwashing liquid (25L containers), a thick, high-foaming detergent free from irritants and environmentally deleterious substances, meeting SABS specifications.

The successful bidder will be responsible for the supply, delivery, and off-loading of these products to the specified location within the Durban Correctional Centre, adhering to the contractual and technical requirements outlined.

Technical Requirements

• Bleach must be a clear, colorless liquid containing sodium hypochlorite, with a pH of 12.6, fully soluble in water, and meeting SABS specifications. It should be suitable for disinfection, stain removal, and whitening.
• Dishwashing liquid must be a thick, high-foaming aqueous solution, free from abrasives and irritants, with specifications including a pH of 12.6, complete solubility, and compliance with SABS standards. It should effectively remove grease and food particles without skin irritation or environmental harm.
• All products must be packaged in 25L containers, with proper labeling indicating content description, area of use, application method, batch number, and safety data sheets.
• Products must be delivered in accordance with the specified delivery schedule and conditions, including proper packing to prevent damage during transit.

Skills and Competency Requirements

• Registration on the National Treasury Central Supplier Database (CSD) with valid tax compliance status.
• Provision of certified copies of relevant documents, including B-BBEE certificates or sworn affidavits, and proof of supply arrangements (BD 27 form) from suppliers if sourcing from third parties.
• Demonstrated capability to supply and deliver the specified quantities within the contractual timeframes.
• Experience in supplying cleaning and disinfectant products that meet SABS standards and specifications.
• Ability to provide technical data sheets, safety data sheets, and comply with environmental and safety regulations.
• Capacity to manage logistics, including proper packing, transportation, and off-loading at the designated site.
• Understanding of government procurement procedures, including compliance with the Preferential Procurement Regulations and submission of all required documentation.
