Objectives

The primary objective of this tender is to appoint a service provider for the supply, delivery, and off-loading of concrete stormwater pipes and precast box culverts for a period of three years, ensuring the provision of quality materials and services to support infrastructure projects within the Garden Route District Municipality.

Scope

The scope includes:

• Supply and delivery of concrete stormwater pipes, portal culverts, and associated rubber collars.
• Provision of precast box culverts, including base slabs, wingwalls, headwalls, slabs, and footings.
• Delivery within specified timeframes (maximum 15 working days) to designated locations within the district.
• Off-loading of pipes and culverts at the delivery site.
• Compliance with technical specifications and certification requirements, including certification from the Concrete Manufacturers Association.

Technical Requirements

The technical requirements specify:

• Manufacture and supply of concrete pipes and culverts in accordance with relevant SANS standards (e.g., SANS 677, SANS 986).
• Specific sizes and classes, such as Class 100D with OG joints, spigot and socket joints, and various diameters (e.g., 450mm, 600mm, 900mm, etc.).
• Precast box culverts of specified sizes and span/height dimensions, with compliance to SANS 986.
• Provision of certification from the Concrete Manufacturers Association for concrete products.
• Pricing must include VAT (if applicable), delivery, and off-loading costs.
• Adherence to fixed unit prices for each item, with no alternatives accepted.
• Maximum delivery period of 15 working days from order placement.

Skills and Qualification Requirements

The tenderer must demonstrate:

• Certification from the Concrete Manufacturers Association confirming approval for concrete stormwater pipes and culverts.
• Experience in manufacturing and supplying precast concrete products in accordance with relevant standards.
• Ability to meet delivery deadlines and provide quality assurance documentation.
• Compliance with all technical specifications and certification requirements outlined in the tender documents.
• Provision of valid tax compliance status and municipal accounts for the primary business location.
• Capability to supply the required quantities at fixed prices over the contract period.
