Objectives

The primary objective of this tender is to appoint a service provider for the supply, delivery, and offloading of Type B miniature substations and distribution transformers with a rating up to 1000 kVA. The aim is to support the municipality’s ongoing replacement and expansion programs, ensuring reliable power distribution, accommodating load growth, and improving network stability and quality.

Scope

The scope encompasses the minimum requirements for the design, manufacture, testing, and supply of outdoor Type B miniature substations and distribution transformers. The design voltage rating is at 11kV, with a maximum rating of 1000kVA. The scope also includes:

• Provision of substations that meet specified standards and specifications.
• Design considerations for rationalization to optimize costs and delivery times.
• Delivery and offloading at designated municipal sites.
• Compliance with relevant standards such as SANS 1029, SANS 780, and others specified.
• Provision of associated documentation, type test certificates, and manuals.

Technical Requirements

The technical specifications include, but are not limited to:

• Design and construction of outdoor, modular, ring main unit (RMU) type substations with separate compartments for MV and LV switchgear, transformers, and metering.
• Transformer ratings of 315, 500, 630, 800, and 1000 kVA, with oil-immersed or dry cooling, complying with SANS 780.
• Use of stainless steel enclosures (3CR12), hot-dip galvanized steel components, and corrosion protection measures.
• Provision for lifting, transportation, and site installation, including lifting lugs and wheels.
• Incorporation of internal arc fault testing, venting, and internal arc classification (AB classification).
• Electrical features such as copper busbars, earth bars, surge arrestors, and protective devices compliant with relevant standards.
• Inclusion of control, metering, and protection equipment with appropriate ratings and labelling.
• Type test certificates, routine test certificates, and compliance with SANS standards for insulation, dielectric withstand, temperature rise, and other performance parameters.

Skills Requirements

The tenderer must demonstrate:

• Proven experience in manufacturing and supplying Type B miniature substations and distribution transformers, supported by references of completed projects within the last 10 years.
• Capability to design and produce equipment that meets the specified standards and technical specifications.
• Ability to provide comprehensive documentation, including design drawings, test certificates, manuals, and maintenance instructions.
• Capacity to undertake testing, quality assurance, and certification processes as per SANS standards.
• Availability of qualified personnel and plant/equipment to support manufacturing, testing, and delivery schedules.
• Experience in site installation, commissioning, and after-sales support.
