Objectives

The primary objective of this tender is to supply, deliver, and offload veterinary remedies to the South African government institutions for the period ending 30 November 2028. The aim is to ensure a consistent and reliable supply of veterinary medicines, vaccines, disinfectants, and supplementary products to support animal health and disease control across various participating government departments and agencies.

Scope

The scope encompasses the procurement of veterinary remedies categorized into seven main categories with a total of 133 line items. These include:

• Act 101 Medicines/Scheduled 0-5 Human Medicines
• Vaccines (25 items)
• Endoparasiticides (multiple items)
• Antimicrobials
• Disinfectants
• Vaccines (various types)
• Supplementary medicines and consumables

The contract covers the supply, delivery, offloading, packaging, labeling, and compliance with technical specifications for veterinary products used in animals and humans for veterinary purposes. It also includes provisions for product registration, licensing, shelf life, and brand adherence.

Technical Requirements

The technical requirements specify that all veterinary remedies must meet the following:

• Registered under the Fertilizers, Farm Feeds, Agricultural Remedies and Stock Remedies Act (Act 36 of 1947) and the Medicines and Related Substances Act (Act 101 of 1965).
• Licensed with the South African Health Products Regulatory Authority (SAHPRA).
• Linked composition labels, product leaflets, and labels must be provided and cross-referenced to registration certificates.
• Products must have a shelf life of at least 12 to 24 months from manufacturing date.
• Packaging must be suitable for transport, storage, and stacking, with tamper-evident seals and clear labeling in English.
• Brands offered must be maintained throughout the contract unless approved for change by the National Treasury.
• All products must be delivered within four weeks of order placement.
• Pricing must be inclusive of VAT, transport, packaging, and all related costs, with prices submitted in Excel format.
• Price adjustments may be applied annually based on specified indices and exchange rates.

Skills and Skills Requirements

The skills and expertise required for bidders include:

• Technical knowledge of veterinary medicines, vaccines, and related products, including registration and licensing procedures.
• Experience in supply chain management, logistics, and delivery of pharmaceutical and veterinary products.
• Understanding of regulatory compliance, including adherence to South African legislation (Act 36 of 1947, Act 101 of 1965, and SAHPRA licensing).
• Ability to prepare and submit detailed technical documentation, including product registration certificates, labels, and composition leaflets.
• Proficiency in pricing, cost breakdown, and price adjustment calculations using specified indices and exchange rates.
• Competence in managing product brand consistency and handling brand change procedures with approval from the National Treasury.
• Capability to participate in virtual briefing sessions and adhere to online submission protocols.
