Objectives

The primary objective of this tender is to supply, deliver, calibrate, and maintain speed measuring equipment over a period of 36 months. The equipment is intended to assist law enforcement officials in apprehending offenders exceeding speed limits on the road network in Limpopo Province. The equipment will be used for on-site speed measurement, offender apprehension, and related enforcement activities.

Scope

The scope of the tender includes:

• Provision of a sample speed measurement equipment for approval prior to mass production.
• Supply of new speed measuring equipment with specified minimum requirements, including display, data storage, and calibration features.
• Calibration of the speed measuring equipment at specified intervals.
• Maintenance and repair of the equipment throughout the contract period.
• Training of traffic officers to operate the equipment effectively.
• Provision of Moving Violation Recorder (MVR) with specified features, calibration, maintenance, and training.
• Compliance with warranty provisions, including repair times and serial number matching.

The contract duration is 36 months, during which the supplier will deliver, calibrate, maintain, and repair the equipment as specified.

The technical specifications for the supplied equipment include:

Speed Measuring Equipment

• Portable device with graphic display, date/time tracking, and device memory card.
• Workmanship including maintenance and calibration.
• Calibration and alignment at specified sites.
• Training for traffic officers on operation.
• Moving Violation Recorder (MVR) with features such as built-in microphone, GPS, auto iris, auto/manual focus, zoom, IR capability, and multiple camera options.
• Front and rear/in-car cameras with day/night functionality, IR, and adjustable viewing angles.
• Recorder calibration, maintenance, repairs, and operator training.

Warranty and Maintenance

• 36-month standard warranty on new equipment.
• Repair times commence upon receipt of equipment by the service provider.
• Replacement of equipment if serial numbers do not match or if tampering is suspected.

Additional Technical Features

• Equipment must resist blooming and smearing, with auto white balance and low-light capability.
• Camera systems must support multiple simultaneous recordings, IR for low light, and wireless audio.
• Calibration and maintenance of both speed measuring equipment and moving violation recorders are required.
