Objectives

The primary objectives of this tender are to supply, deliver, install, commission, and perform a once-off maintenance of three (3) firefighting diesel engines at Hilltop, Howick, and Quaggasnek, as well as one (1) containerised pump set at the Airport. The project aims to replace existing firefighting engines with new, reliable units that meet specified standards, ensuring effective fire response capabilities and operational safety. Additionally, the scope includes transferring maintenance skills to Transnet’s technical staff and ensuring all equipment complies with local and international standards.

Scope

The scope encompasses the following key tasks:

• Part A: Replacement of firefighting diesel engines at Quaggasnek and Howick pump stations, including dismantling old engines, installing new engines, testing, commissioning, and handover.
• Part B: Procurement, installation, testing, and commissioning of a new diesel engine at Hilltop pump station, ensuring compatibility with existing systems.
• Part C: Procurement, delivery, installation, testing, and commissioning of a containerised pump set at Airport Depot, including rerouting pipework, mounting, and testing.
• Part D: Post-installation maintenance for 12 months, including training and skills transfer to the Employer’s staff.
• Part E: Preparation of quality assurance, operating, and maintenance documentation, including FAT and SAT reports.

Technical Requirements

The technical requirements include:

• Use of corrosion-resistant materials for all equipment and components.
• Engines must be of specified capacity, turbocharged, and capable of continuous operation for at least 2 hours at full load.
• Cooling systems must be radiator-based with water circulation pumps driven off the primary engine.
• Engines must undergo Factory Acceptance Testing (FAT) and Site Acceptance Testing (SAT), verifying compliance with design, safety, and performance standards.
• Installation must be completed within specified timeframes (not exceeding 7 days per site).
• All equipment must meet local standards such as NFPA, SANS, and ASIB, and international standards where applicable.
• Provision of comprehensive QA, O&M manuals, and performance curves.
• Equipment must carry OEM warranties, and installation must adhere to safety and environmental regulations.

Skills Requirements

The tenderer must demonstrate:

• Proven experience in supplying, installing, and commissioning firefighting diesel engines and pump sets, with references from similar projects within the last 10 years.
• Capability to perform factory and site acceptance testing, including load testing and safety verifications.
• Ability to prepare detailed quality assurance, operational, and maintenance documentation.
• Competence in project management, including adherence to timelines, safety standards, and environmental regulations.
• Skills transfer capability to train Transnet’s staff on maintenance and operational procedures.
• Qualified personnel with relevant certifications (e.g., SAQA, ASIB, NFPA) and experience in safety-critical systems.
• Demonstrated capacity to execute the work within the specified timeframes and budget, with adequate resources and equipment.
