Objectives

The primary objective of this tender is to supply and deliver PPE footwear that complies with Eskom PPE standards, including safety, electrical resistance, and local manufacturing requirements. The focus is on ensuring high-quality, certified, and locally produced safety footwear that meets specified standards for various sizes and styles.

Scope

The scope encompasses the supply and delivery of a wide range of PPE footwear, including safety boots, shoes, and gumboots in multiple sizes (from size 3 to 16), styles (e.g., electrical, firefighter, clean condition), and colors (primarily black, brown, and green). The scope also includes specific requirements for construction, materials, slip resistance, water and heat resistance, electrical resistance, and compliance with SABS standards. Additionally, the scope covers the provision of overshoes, overshoes for clean rooms, and specialized footwear such as firefighter boots and chemical protective boots.

Technical Requirements

• All footwear must comply with Eskom PPE Standard 240-44175132 Rev 2 and relevant SABS standards.
• Construction types include steel or carbon fiber toe caps, with full grain leather uppers and vulcanized rubber soles.
• Footwear must have oil-resistant, slip-resistant, water-resistant, heat-resistant, and abrasion-resistant surfaces.
• Electrical safety boots must withstand electrical resistance of 20 kilo volts for 60 seconds, with specific markings and standards (SANS 20345:2008, ISO 20345).
• All boots should be marked with SABS/SANS approval marks and include penetration-resistant inserts.
• Designs must include features such as lace-up fastening, steel or composite toe caps, and specific sole types for chemical or electrical resistance.
• Footwear must be locally produced or manufactured from local raw materials.

Skills Requirements

• Proven capability to produce PPE footwear that meets ISO 9001 quality management standards, with documented quality management systems in place.
• Experience in manufacturing safety footwear with compliance to SABS and international safety standards.
• Ability to provide technical documentation such as QMS manuals, quality policies, and objectives approved by top management.
• Capability to produce detailed contract quality plans, quality control plans, and inspection/test plans aligned with ISO 10005.
• Expertise in local sourcing of raw materials and adherence to Eskom’s standards for locally manufactured PPE.
• Competence in managing documentation, compliance, and certification processes required for safety and electrical resistance standards.
