Objectives

The primary objective of this tender is to supply, deliver, off-load, install, and test various power transformers (including associated equipment) for a fixed period of thirty-six months, ensuring compliance with all technical, safety, and environmental standards as specified in the detailed documentation. The project aims to ensure reliable power transmission infrastructure with specified ratings, safety features, and quality standards, including adherence to international and local standards.

Scope

The scope encompasses:

• Supply of power transformers (275/132 kV, 132/33 kV, 132/11 kV, 33/11 kV) with associated equipment such as bushings, cable boxes, tap changers, cooling systems, and monitoring devices.
• Delivery, off-loading, installation, and testing at designated sites, including associated civil works, foundations, and site preparations.
• Provision of auxiliary systems such as cooling, protection, and monitoring systems, including partial discharge detection and online condition monitoring.
• Compliance with safety, environmental, and quality standards, including factory acceptance testing, site testing, and documentation.
• Provision of spares, accessories, and special test equipment as specified.
• Adherence to legal, safety, and environmental regulations, including OHS Act, environmental specifications, and site-specific safety plans.

Technical Requirements

The technical requirements include:

• Transformers rated as specified, with core-form construction, specified impedance, and designed for overload conditions.
• Compliance with IEC standards (IEC 60076 series, IEC 60270, IEC 60296, IEC 60422, IEC 60628, IEC 60137, IEC 60076-2, IEC 60076-3, IEC 60076-4, IEC 60076-5, IEC 60068-2-30, IEC 60721-3-3, IEC 61850, IEC 60076-10, IEC 60076-7, IEC 60076-1, IEC 60076-3, IEC 60076-2, IEC 60076-4, IEC 60076-5) and local standards.
• Design features including oil containment, cooling systems, bushings, tap changers, and monitoring systems compliant with specified performance and safety standards.
• Factory acceptance testing, site testing, and certification for all equipment and accessories.
• Provision for partial discharge detection, online monitoring, and remote communication capabilities.
• Design for durability, corrosion resistance, and ease of maintenance, including galvanizing, painting, and structural integrity.
• Specific design features such as oil handling, sealing, cooling arrangements, and mechanical supports as detailed in the specifications.

Skills Requirements

The tenderer must demonstrate:

• Proven experience in manufacturing, testing, and installing high-voltage power transformers of similar ratings and complexity within the past 10 years.
• Capability to produce transformers complying with IEC standards and local specifications, including factory acceptance testing and documentation.
• Qualified personnel with relevant experience, including project managers, design engineers, factory and site engineers, quality control officers, and safety officers, each with a minimum of 3 years relevant experience and proven track record in similar projects.
• Competence in design review, quality assurance, and safety management, including adherence to occupational health and safety regulations.
• Ability to provide comprehensive documentation, including drawings, test certificates, operation manuals, and maintenance procedures.
• Capability to manage logistics, site installation, commissioning, and after-sales support, including training and warranty services.
