Objectives

The primary objective of this tender is to supply, deliver, off-load, install, and test a comprehensive range of power transformers (275/132kV, 132/33kV, 132/11kV, and 33/11kV) for a fixed period of thirty-six months. The project aims to ensure the provision of fully compliant, reliable, and high-quality transformers and associated equipment that meet the specified technical, safety, and environmental standards, supporting the electrical infrastructure of eThekwini Municipality.

Scope

The scope encompasses:

• Supply of transformers and associated equipment as detailed in the technical specifications and schedules.
• Delivery, off-loading, and installation at designated substations.
• Factory and site testing, including routine, type, and special tests.
• Provision of auxiliary equipment such as bushings, cable boxes, tap-changers, cooling systems, and monitoring devices.
• Implementation of safety, environmental, and quality assurance measures.
• Provision of documentation, drawings, manuals, and training as specified.
• Coordination with other contractors and compliance with statutory and safety regulations.

Technical Requirements

The technical requirements include:

• Transformers rated for specified voltages and capacities, with compliance to IEC standards.
• Core construction from cold-rolled grain-oriented steel, mitred joints, and no through bolts.
• Windings of pure copper with specified insulation and dielectric strength, including graded insulation for high-voltage windings.
• Design features to withstand external short circuits, transient over-voltages, and overload conditions.
• Oil quality, impregnation, and handling in accordance with IEC 60296 and IEC 62270 standards.
• Cooling systems with specified radiators, fans, and control equipment, ensuring noise and vibration limits.
• Provision for on-line monitoring, partial discharge detection, and temperature measurement systems.
• Mechanical design for transport, installation, and long-term operation, including corrosion protection and structural integrity.
• Compliance with environmental, safety, and statutory regulations, including NKP Act requirements.

Skills and Competency Requirements

The tenderer must demonstrate:

• Proven experience in manufacturing, testing, and installing power transformers of similar ratings and specifications within the past 10 years.
• Capability to undertake factory acceptance testing and site commissioning in accordance with IEC standards.
• Qualified personnel, including project managers, design engineers, factory and site testing engineers, and safety officers, with minimum specified years of relevant experience and professional registration (e.g., ECSA, SACPCMP).
• Ability to prepare detailed design, manufacturing, and installation plans, including risk assessments and quality control procedures.
• Capacity to provide comprehensive documentation, manuals, and training to client personnel.
• Compliance with health, safety, and environmental regulations, including occupational health and safety acts and safety management systems.
• Proven track record of successful project delivery within budget and schedule, with references from previous clients.
