Objectives

The primary objective of this tender is to supply, deliver, offload, and dose clarification chemicals for biological treatment of the concentrated cooling water system at Lethabo Power Station over a five-year period on an “as and when required” basis. The chemicals include biocides (oxidizing and non-oxidizing) and bio-dispersants aimed at controlling biological growth, scale, and salt concentration in the cooling water system, ensuring minimal environmental impact and compliance with water quality standards. Additionally, the project aims to establish a biological control program that does not adversely affect pre-treatment processes, aquatic life, or lime softening, and includes monitoring and risk assessment for legionella control.

Scope

The scope encompasses:

• Supply, delivery, offloading, and dosing of biocides and bio-dispersants into the east and west cooling centre wells of the cooling water system.
• Implementation of a biological control program with regular sampling and analysis (twice monthly) for parameters such as total coliforms, faecal coliforms, faecal streptococci, chlorophyll A, and legionella.
• Monitoring of biofilm formation and water quality, with additional analysis as required.
• Conducting a detailed legionnaire’s disease risk assessment and instituting a formalized chemical dosing regimen.
• Use of own equipment and trained personnel for dosing, with strict adherence to safety, health, and environmental standards.
• Prohibition of storage of chemicals at the site, with removal of empty containers on the same day.
• Regular risk assessments, job observations, and safety audits, including a 6-month probation period for the successful bidder.
• Development and maintenance of safety files, emergency response plans, and compliance with Eskom’s SHEQ policies.

Technical Requirements

The technical requirements include:

• Provision of detailed safety, health, and environmental (SHE) plans, including risk assessments, method statements, and safe work procedures aligned with Eskom standards and legislation.
• Sampling and biological analysis of water using ISO 11731 accredited laboratories, with results reported monthly.
• Use of own dosing equipment and trained personnel, with documented competency and safety training, including Eskom safety induction.
• Implementation of a biofilm (sessile) monitoring program, with quarterly laboratory analysis and trend assessment.
• Regular risk assessments, job observations, and safety audits, with documented corrective actions.
• Compliance with Eskom’s Life Saving Rules, COVID-19 protocols, and other SHEQ policies.
• Provision of a comprehensive safety file, including risk assessments, incident reports, and training records.
• Adherence to legal and statutory requirements, including COID registration, environmental legislation, and occupational health standards.
• Proper management of chemical storage, transport, and disposal, with appropriate signage and safety measures.
• Regular inspection, calibration, and maintenance of dosing equipment, with records kept in the safety files.
