Objectives

The primary objective of this tender is to supply, install, and maintain CCTV cameras across various facilities within the Mossel Bay Municipal Area. The initiative aims to enhance community safety, crime prevention, traffic management, and surveillance capabilities through an integrated CCTV system.

The project seeks to ensure reliable, compatible, and effective CCTV infrastructure that links seamlessly with the existing Joint Operational Centre (JOC), supporting municipal safety and operational efficiency.

Scope

The scope encompasses the provision of all necessary equipment, cabling, mounting hardware, software, and commissioning services for CCTV systems at designated municipal sites. It includes:

• Supply of fixed outdoor and indoor CCTV cameras, PTZ cameras, ANPR/LPR cameras where applicable.
• Installation of cameras, network video recorders (NVRs), PoE switches, routers, and associated network infrastructure.
• Provision of maintenance, support, training, and handover services.
• Ensuring all equipment is compatible with the existing Hikvision system used by the municipality.
• Adherence to specified technical and installation timeframes, with a maximum of 4 weeks from order date.

Technical Requirements

The technical specifications include:

• All CCTV equipment must be of a recognized quality, compatible with Hikvision or equivalent approved brands.
• Fixed outdoor cameras: minimum 4mm or 6mm IR vandal-resistant models.
• Indoor fixed cameras: suitable for indoor surveillance with specified minimum features.
• PTZ cameras: with specified IR range, optical zoom, and resolution.
• ANPR/LPR cameras: models such as IZHS(6-132mm) or similar approved equivalents.
• Support for recording, storage, and retention with network support for cameras and NVRs.
• Power supply and UPS systems compliant with existing municipal standards.
• Installation to be completed within agreed lead times, with a maximum of 4 weeks from order.
• Equipment must link with the JOC and support interoperability.
• Warranty obligations: minimum 12 months for equipment, with support and maintenance services.

Skills and Competency Requirements

The tenderer must demonstrate:

• Proven experience in supply, installation, and maintenance of CCTV systems, with a minimum of 3 years relevant experience, preferably up to 5 years for maximum points.
• Relevant references from previous projects, with contactable references and documented proof of completed work.
• Qualified key personnel, including a project manager, technicians with CCTV installation certificates, and safety officers, with CVs and proof of competency.
• Availability of plant, tools, and equipment, either owned or hired, with proof of ownership or lease agreements.
• Knowledge of applicable health and safety regulations, including construction health and safety standards, risk assessments, and safety plans.
• Ability to deliver within specified timeframes, with capacity for support, training, and ongoing maintenance.

Additional emphasis is placed on compliance with legal, safety, and environmental standards, as well as the ability to link new equipment with existing municipal systems and infrastructure.
