Objectives

The primary objective of this tender is to supply, install, and remove intelligent smart container locks within the Transnet Operating Division (TRIM) over a period of three (03) years. The system aims to enhance cargo security by reducing theft and unauthorized access to containers, wagons, and related assets across national and international sites. It also seeks to establish a robust, scalable, and technologically advanced locking system that supports real-time monitoring, tamper detection, and secure remote operation.

Scope

The scope encompasses the following key areas:

• Provision of intelligent driven smart locks for containers, sugar wagons, beer wagons, and fuel tankers, including supply, installation, and removal services.
• Deployment across multiple depots, ports, and locations in South Africa and internationally, covering a wide network of rail and port facilities.
• Management of a minimum of 10,000 locks, with logistics and distribution capabilities to ensure timely deployment and maintenance.
• Development and integration of a comprehensive monitoring and management platform compatible with desktop, Android, and iOS systems.
• Implementation of remote locking/unlocking, tamper detection, alarm systems, GPS tracking, and real-time notifications.
• Provision of training, technical documentation, and ongoing maintenance for the duration of the contract.
• Compliance with relevant standards, environmental conditions, and safety regulations.

Technical Requirements

The technical specifications include:

• Locks must be weather-resistant (minimum IP66 rating), corrosion-resistant, and durable for at least 5 years in operational conditions.
• Design must support keyless operation via Bluetooth, RFID, or other wireless mediums, with secure remote control capabilities.
• Locks should facilitate geo-fencing, tamper detection, alarm responses, and real-time status updates.
• Embedded GPS and wireless communication modules for location tracking and operational monitoring.
• Compatibility with Windows, iOS, Android, and web-based platforms for management and control.
• System must support secure data encryption (AES or equivalent), user authentication, and role-based access control.
• Locks should be constructed from hardened steel or equivalent, with a maximum weight of 5 kg and dimensions suitable for standard containers and wagons.
• Provision of technical documentation, user manuals, installation guides, and test reports.
• Compliance with relevant standards such as IEC 60529 (Ingress Protection), SANS 15026, and ICASA regulations.

Skills Requirements

The tenderer must demonstrate:

• Proven experience of at least five (5) years in supplying, fitting, and removing container and wagon locking systems, including references and project documentation.
• Technical expertise in designing and deploying IoT-enabled security systems with remote management, GPS tracking, and tamper detection.
• Capability to develop and support a secure, scalable, and user-friendly monitoring platform compatible with multiple devices and operating systems.
• Qualified personnel with relevant certifications (e.g., PSIRA, technical engineering qualifications) for installation, maintenance, and support.
• Ability to provide comprehensive training, technical documentation, and ongoing technical support throughout the contract period.
• Experience in managing logistics, supply chain, and deployment across multiple sites nationally and internationally.
• Demonstrated compliance with safety, environmental, and legal standards applicable to railway and cargo security systems.
