Objectives

The primary objective of this tender is to procure a comprehensive vehicle tracking system for Cape Agulhas Municipality. The system aims to monitor and manage a fleet of 115 vehicles, including light motor vehicles, bakkies, trailers, heavy trucks, and yellow plants. The system should provide functionalities such as real-time vehicle location, health and maintenance tracking, driver behavior monitoring, trip analysis, and reporting on speed, fuel usage, idling, harsh braking, and over-speeding. Additionally, optional features like vehicle dash cameras with alert capabilities are sought to enhance fleet security and safety.

Scope

The scope of work includes:

• Supply and delivery of vehicle tracking units and associated hardware.
• Installation and commissioning of tracking devices across the municipal fleet.
• Development and deployment of a monitoring platform for real-time tracking and reporting.
• Provision of driver identification tags and programming for driver-specific access.
• Integration of optional dash cameras with features such as automatic data override, speed alerts, and distracted driving warnings.
• Provision of training, support, and maintenance services over a contract period of 3 years.
• Monitoring and reporting functionalities, including fuel consumption, vehicle health, driver behavior, and trip breakdowns.

Technical Requirements

The technical specifications and requirements include:

• Vehicle tracking services with GPS reference points, real-time updates, and replay capabilities.
• Ability to escalate alerts via SMS and email based on predefined protocols such as excessive speed, harsh braking, or idling.
• Shape-based geofencing (circle, rectangle, polygon) for location reporting.
• Designated driver tags linked to specific vehicles and drivers, with identification details and authorization protocols.
• System to operate without grounding or vehicle downtime, with integral maintenance cost considerations.
• Optional dash camera with features like automatic data override, speed alerts, distracted driving warnings, and communication capabilities.
• Delivery to Cape Agulhas Municipality, Cnr of Patterson Street & Fabrieksweg, Bredasdorp.
• Compliance with minimum functionality scores, including experience with similar projects, key personnel qualifications, and system capabilities.
• Adherence to the contractual obligations for a duration of 3 years, with supply within 14 days of order receipt.
• Guarantee/Warranty period of 36 months post-installation.
• All bid submissions must include completed forms, certificates, and supporting documentation as specified.
