Objectives

The primary objective of this tender is to supply, install, commission, and repair 12 kV indoor switchgear and ancillary equipment for new internal arc rated installations within the City of Cape Town. The aim is to ensure reliable, safe, and compliant electrical infrastructure that meets specified technical standards and safety requirements, supporting the city's power distribution network for a period not exceeding 36 months.

Scope

The scope encompasses the following key activities:

• Provision of switchgear and ancillary equipment, including design, manufacturing, testing, and delivery.
• Installation, commissioning, and testing of equipment at designated substation sites.
• Repair, maintenance, and replacement of faulted or vandalised switchgear and equipment.
• Provision of technical support, training, and after-sales services in South Africa.
• Management of sub-contractors, logistics, and site activities across multiple locations within the specified period.

The scope also includes compliance with safety, environmental, and quality standards, as well as documentation, drawings, and certification requirements for all equipment and activities.

Technical Requirements

The technical specifications include, but are not limited to:

• Design and construction of switchgear in accordance with SANS 62271 series, IEC standards, and internal arc withstand classifications.
• Use of SF6 gas-insulated, air-insulated, or solid-dielectric switchgear with specified ratings (e.g., 630 A, 1250 A, 2500 A).
• Internal arc withstand and pressure relief features, with exhaust ducting designed for safety and compliance.
• Protection and control schemes including relays, arc detection fibres, and SCADA communication systems based on IEC 61850.
• Provision for maintenance, testing, and future extension with compatible modular design.
• Adherence to environmental and safety standards, including gas handling, disposal, and environmental management systems.
• Documentation including detailed drawings, operation manuals, test certificates, and certification of compliance.

Skills Requirements

The tenderer must demonstrate the following skills and competencies:

• Proven experience in manufacturing, testing, and commissioning of medium-voltage switchgear, including internal arc rated equipment.
• Qualified key personnel including project managers, site agents, foremen, commissioning engineers, and installation teams with relevant NQF levels and extensive experience (minimum 10 years for key roles).
• Technical support and after-sales service capabilities within South Africa, with established facilities and qualified staff.
• Ability to manage sub-contractors, logistics, and site activities efficiently and safely.
• Demonstrated track record of successful installation and commissioning of similar projects in South Africa over the past ten years.
• Compliance with occupational health and safety standards, including qualified responsible persons and safety management plans.
• Capability to provide detailed technical documentation, drawings, and quality assurance systems aligned with ISO 9001 or equivalent standards.
• Ability to undertake repairs and maintenance with qualified personnel, including handling of faulted or vandalised equipment.
