Objectives

The primary objective of this tender is to supply, maintain, and service fire and rescue equipment at Kriel Power Station over a period of five (5) years. The aim is to ensure all fire safety equipment remains operational, compliant with relevant safety standards, and meets Eskom’s SHE (Safety, Health, Environment) requirements.

Scope

The scope encompasses:

• Provision of fire and rescue services, including maintenance, inspection, repair, and replacement of fire equipment such as extinguishers, hose reels, hydrants, foam systems, SCBA, rescue equipment, and related accessories.
• Servicing and testing of fire safety devices (e.g., hydrostatic tests, pressure tests, leak tests).
• Management of fire safety infrastructure including hydrants, hose reels, and fire pumps.
• Provision of emergency response equipment, PPE, and related tools.
• Documentation, record-keeping, and reporting on maintenance activities.
• Adherence to safety, health, and environmental standards throughout the contract period.

Technical Requirements

The technical requirements include:

• Compliance with Eskom contractor SHE standards, Occupational Health and Safety Act 85 of 1993, Mine Health and Safety Act (if applicable), Compensation for Occupational Diseases and Illnesses Act, and the National Environmental Management Act.
• Provision of certified, tested, and calibrated fire safety equipment, with valid certificates and documentation.
• Regular inspections (monthly, annual, and as specified) of fire equipment, hydrants, hose reels, and related infrastructure.
• Implementation of preventative maintenance schedules aligned with NFPA 25, SANS 1475, and Eskom standards.
• Management of equipment in accordance with OEM specifications and Eskom’s safety policies.
• Provision of trained, competent personnel with appropriate SHE qualifications and certifications.
• Effective management of subcontractors, resources, and compliance monitoring through audits and assessments.
• Adherence to environmental constraints such as weather conditions, site access, and safety protocols.

Skills Requirements

The tenderer must demonstrate:

• Qualified and experienced personnel, including SHE officers, technicians, and safety officers, with relevant certifications (e.g., HPCSA, SHEQ competencies).
• Proven track record in fire safety equipment maintenance, preferably within similar industrial or power station environments.
• Ability to develop and implement comprehensive SHE management plans, risk assessments, and safety procedures.
• Capability to manage contractors and suppliers effectively, including monitoring SHE compliance and conducting audits.
• Knowledge of applicable safety standards, environmental regulations, and Eskom SHE policies.
• Competence in documentation, record-keeping, reporting, and handling SHE-related incidents.
• Skills in emergency response, fire safety training, and technical servicing of fire equipment.

Mandatory Requirements for Tender Submission

Tenderers must ensure understanding and compliance with SHE requirements, including:

• Compliance with Eskom SHE standards, Occupational Health and Safety Act, Mine Safety Act (if applicable), and environmental legislation.
• Provision of valid SHE policies, risk assessments, and safety management plans.
• Submission of SHE competency certificates, CVs, and proof of training for key personnel.
• Confirmation of adherence to Eskom induction and safety training protocols for all employees and contractors.
• Management of contractors and suppliers to ensure SHE compliance, including prior notification and documentation.
• Implementation of SHE monitoring, audits, and reporting mechanisms throughout the contract period.
