The primary objective of this tender is to engage a qualified and compliant service provider to supply Asphalt S10 to the Msunduzi Municipality. The procurement process aims to secure cost-effective material delivery while enforcing strict adherence to national supply chain management regulations, promoting socio-economic transformation, and ensuring full compliance with health, safety, and fiscal standards.
The successful bidder will supply a total quantity of 120 tons of Asphalt S10. The municipality will handle all transportation using its own fleet, meaning the supplier incurs no delivery or freight costs. The contract period begins upon issuance of the official order, and the supplier must fulfill the delivery within agreed timeframes. All quoted prices must remain fixed for the contract duration, with no allowance for price escalation or adjustments.
80/20 Preference Point System: Bids are scored out of 100 points, with 80 dedicated to price competitiveness and 20 reserved for specific transformation goals. Points are awarded for Black-Owned Enterprises (≥51% black ownership or management control), Youth-Owned Enterprises (≥51% youth ownership or control), and businesses physically located within the Msunduzi Municipality jurisdiction. Claiming these points requires verifiable documentary proof.
Central Supplier Database (CSD): A mandatory national registry for all entities conducting business with the South African government. The CSD consolidates supplier information, automatically verifies tax compliance, and links to corporate and banking databases to streamline procurement and reduce administrative duplication.
VAT-Inclusive Pricing Rule: Municipal policy dictates that all quoted prices are legally deemed to include VAT, irrespective of whether the supplier is a registered VAT vendor. This standardizes financial comparisons across all tenders and prevents pricing discrepancies during adjudication.
Strict Compliance & Disqualification Protocols: Failure to submit complete documentation, attend the mandatory briefing, maintain active CIDB/tax/CSD registrations, or comply with occupational health and safety requirements will render a bid non-responsive. The municipality reserves the right to accept partial awards, reject any quotation without obligation, and terminate contracts for persistent non-performance.
