Objectives

The primary objective of this tender is to procure a short-term insurance service for Khâi-Mâ Municipality, ensuring effective risk management and insurance coverage for municipal assets over a period of three (3) years from the date of signing the service level agreement. The service aims to provide cost-effective and efficient insurance solutions through a qualified broker, covering various assets, properties, and liabilities of the municipality.

Scope

The scope of the tender encompasses:

• Provision of short-term insurance services for municipal assets, properties, and liabilities.
• Coverage includes buildings, equipment, vehicles, public liability, fidelity guarantee, personal accident, and other specified insurances.
• Management of insurance portfolios, including risk assessment, claims handling, and policy management.
• Adherence to applicable national and international standards in executing the insurance services.
• Provision of fixed tariffs for various policy types, including combined sections, house owners, loss of surpluses, office content, goods in transit, and others.
• Evaluation of service providers based on experience, methodology, local government experience, liquidity, and other criteria.

Technical Requirements

The technical requirements for the tender include:

• Completion and submission of all returnable documents such as MBD forms, tax clearance, B-BBEE certificates, and proof of insurance governing body registration.
• Adherence to the evaluation criteria, requiring a minimum of 80 out of 100 points for functionality.
• Provision of detailed company profile, client references, and methodology for managing the insurance portfolio.
• Compliance with the Preferential Procurement Policy Framework Act and related regulations.
• Submission of professional indemnity insurance details, fidelity guarantee insurance, and audited financial statements.
• Provision of relevant certificates including tax status, registration with insurance bodies (SAIA or IISA), and proof of municipal accounts or lease agreements.
• Acceptance of the contractual terms, including signing of the agreement and adherence to dispute resolution procedures.
