Objectives

The primary objective of this tender is to refresh the panel of Executive Search providers for the Land Bank Group, ensuring the panel remains qualified and capable to source suitable candidates for executive, senior management, and critical skills roles. The process aims to establish a panel that can assist with headhunting services, conduct pre-employment checks, and support the Bank's strategic objectives aligned with government policies and socio-economic transformation goals.

Scope

The scope of work includes:

• Appointing qualified Executive Search providers for a period of three years.
• Assisting in sourcing candidates for positions in Executive Management, Senior Management, and other critical roles.
• Performing pre-employment checks such as reference, criminal, identity, citizenship, credit, qualification, drivers license, and fit and proper checks.
• Engaging providers through a mandate agreement, with work allocated on an ad hoc basis.
• Ensuring compliance with the Bank’s supply chain policies, including preference goals and BBBEE requirements.
• Conducting evaluations based on mandatory, technical, and functionality criteria.

Technical Requirements

The technical requirements for bidders include:

• Membership of recognized professional staffing bodies such as APSO.
• Proof of good standing with SARS and registration on the Central Supply Database (CSD).
• Demonstrated experience in executive search, with at least five placements in each of three industries over the last year.
• Evidence of methodology for executive search, candidate screening, and post-placement evaluations.
• Experience of team members with a minimum of 8 years in executive search.
• Provision of detailed CVs for team members involved in the project.
• Compliance with FICA and other legal requirements, including confidentiality and anti-corruption declarations.
• Ability to provide references, testimonials, and proof of successful placements.

Skills Requirements

The skills and capabilities required from bidders include:

• Strong expertise in executive headhunting and talent sourcing across multiple industries.
• Proficiency in conducting comprehensive pre-employment checks and assessments.
• Ability to develop and implement effective search methodologies and candidate evaluation processes.
• Experience in managing multiple placements and delivering within agreed timelines.
• Knowledge of South African employment law, BBBEE policies, and procurement regulations.
• Capacity to provide detailed reports, testimonials, and evidence of past successful placements.
• Demonstrated understanding of the Bank’s transformation and socio-economic objectives.
