Objectives

The primary objective of this tender is to establish a panel of pre-qualified suppliers capable of providing bulk raw water from sustainable sources within Ndlambe Municipality’s jurisdiction. The aim is to secure reliable raw water supply sources, including boreholes, dams, springs, and rivers, to supplement municipal water systems on an as-needed basis for a period of 36 months.

Scope

The scope encompasses:

• Identification and registration of suppliers with lawful access to raw water sources.
• Provision of bulk raw water from registered sources, demonstrating ownership and availability.
• Design, installation, and commissioning of abstraction structures and metering infrastructure in collaboration with the municipality.
• Measurement, monitoring, and reporting of water volumes supplied, adhering to agreed protocols.
• Site inspections of water sources prior to contract finalization.
• Provision of water at a specified rate per kilolitre, inclusive of operational and capital costs, with annual review.

Technical Requirements

The technical requirements include:

• Proof of valid water use licenses or authorizations from the Department of Water and Sanitation.
• Demonstration of water source ownership and sustainable yield capacity.
• Installation of abstraction infrastructure and metering equipment, with access for calibration and maintenance.
• Provision of detailed water source information, including GPS coordinates, infrastructure descriptions, storage capacity, and land ownership proof.
• Participation in site inspections to verify source existence, yield, infrastructure condition, and accessibility.
• Submission of a comprehensive pricing proposal per kilolitre, covering operational and capital costs.
• Monthly reporting on water provision activities.
• Compliance with confidentiality, data protection, and relevant legislation.

Skills and Competency Requirements

Applicants must demonstrate:

• Experience in sourcing, abstraction, and supply of bulk raw water from sustainable sources.
• Technical capability to design, install, and maintain abstraction and metering infrastructure.
• Legal compliance, including valid water use licenses and land ownership documentation.
• Financial stability and capacity to sustain operations over the contract period.
• Ability to provide detailed technical and financial documentation, including site inspection reports and monthly activity reports.
• Understanding of water measurement protocols and reconciliation procedures.
• Capacity to adhere to confidentiality and data protection standards in line with POPI Act.
