Objectives

The primary objective of this tender is to appoint a qualified contractor to design, construct, and commission the Water and Wastewater Treatment Works at Tafalofefe Hospital, ensuring compliance with specified standards, timely delivery, and inclusion of local SMME work components. The project aims to enhance water and wastewater infrastructure, promote local enterprise participation, and ensure operational sustainability over an 18-month construction period followed by a 24-month operation and maintenance phase.

Scope

The scope encompasses:

• Design, construction, and commissioning of water and wastewater treatment plants as per detailed specifications (civil, mechanical, electrical, and control systems).
• Provision of all civil, mechanical, electrical, and control works, including plant installation, piping, electrical systems, fire detection, and fire extinguishing systems.
• Supply of plant, equipment, and materials sourced from local suppliers where specified.
• Implementation of health and safety, environmental, and operational standards.
• Inclusion of an 11% component of work to be executed by local SMMEs, with subcontracting and capacity building responsibilities.
• Provision of documentation, project management, and compliance with contractual and legislative requirements.

Technical Requirements

The technical scope includes:

• Design and construction of civil works including site clearance, earthworks, pipelines, and structures.
• Installation of mechanical systems such as pumps, blowers, and biochemical processes for water and wastewater treatment.
• Electrical systems including power supply, control panels, instrumentation, and automation.
• Fire detection and fire extinguishing systems.
• Water purification and wastewater treatment plant design, including process control and monitoring systems.
• Compliance with relevant standards (SANS 10845-3, GCC 2015, and other project specifications).
• Provision of plant and equipment that are similar or better than specified brands or models.
• Implementation of health and safety, environmental, and operational protocols.

Skills and Qualifications Requirements

The tenderer must demonstrate:

• CIDB Grading of 8CE or higher, with proof of registration.
• Experience in water and wastewater treatment plant projects, with at least three relevant completed projects of similar complexity and value.
• Qualified personnel including:
• Project Manager: Registered Professional Engineer or Technologist with minimum 15 years’ experience.
• Site Agent: Registered Engineer or Technologist with minimum 5 years’ experience in relevant projects.
• Electrical Site Agent: Registered Electrician with experience in electrical installations for water/wastewater plants.
• Mechanical/Process Designer: Qualified with at least 15 years’ experience in biochemical process design, with proven operational plants for at least 5 years.
• Fire Safety Personnel: Certified and experienced in fire detection and suppression systems.
• Capacity to supply and install plant and equipment from reputable manufacturers, with relevant technical documentation.
• Capacity to support local SMMEs, including subcontracting arrangements and capacity building.
• Compliance with health, safety, environmental, and quality standards.
• Ability to provide project management, health and safety plans, and operational documentation.
