Objectives

The primary objective of this tender is to appoint a contractor to provide comprehensive hygiene services for Stellenbosch Municipality. The services include supply, delivery, installation, and maintenance of hygiene equipment and consumables across various municipal sites, ensuring a clean and hygienic environment until 30 June 2029.

Scope

The scope encompasses the provision of hygiene products and services such as:

• Supply and installation of sanitary bins, soap dispensers, paper dispensers, toilet roll holders, and urinal sanitizers.
• Regular servicing and deep cleaning of ablution facilities, including toilets, urinals, basins, walls, floors, and mirrors.
• Provision of additional consumables like toilet paper, hand wash soap, and bin liners.
• Maintenance and replacement of equipment as needed, including vandalized or stolen units.
• Provision of detailed reports on work performed, including costs and progress, especially for ongoing construction or development projects.

The services are required at multiple specified locations within Stellenbosch Municipality, with quantities and specific site details provided in the tender documentation.

Technical Requirements

The technical specifications include:

• Supply of environmentally friendly deep cleaning services for ablution facilities, including chemicals and procedures for thorough sanitation.
• Provision of equipment such as battery-operated urinal sanitizers, soap dispensers, paper dispensers, and sanitary bins, with specified durability and functionality.
• Adherence to operational procedures for deep cleaning, waste disposal, and maintenance to ensure hygiene standards are met.
• Availability of major equipment for the duration of the contract, either owned or leased, with detailed schedules of plant and equipment.
• Compliance with health and safety standards, including providing a valid Letter of Good Standing from the Compensation Commissioner.
• Implementation of quality control measures, inspections, and tests to ensure service standards are maintained.

Skills and Skills Requirements

The tenderer must demonstrate:

• Experience in providing hygiene and cleaning services, supported by at least three contactable references for similar projects valued at a minimum of R700,000 each, completed within the last five years.
• Capability to supply, install, and maintain hygiene equipment and consumables effectively.
• Technical expertise in deep cleaning procedures, including the use of environmentally friendly chemicals and sanitation techniques.
• Availability of trained personnel capable of performing high-standard hygiene services and deep cleaning operations.
• Proficiency in reporting, documentation, and compliance with health and safety regulations.
• Ability to provide and manage necessary plant, equipment, and subcontractors for the duration of the contract.
