Objectives

The primary objective of this tender is to appoint a qualified and experienced construction contractor to undertake external refurbishment works for the NPK Building and the Townhall Complex in Stellenbosch. This includes external painting, refurbishment, servicing, or replacement of external windows and doors, with adherence to heritage guidelines where applicable. The goal is to maintain structural integrity, aesthetic appeal, and heritage value of these municipal assets while ensuring minimal disruption to operations.

Scope

The scope encompasses comprehensive external refurbishment and maintenance of both the NPK Building and the Townhall Complex, including:

• External painting of walls and surfaces using matching or approved materials.
• Refurbishment, servicing, or replacement of external windows and doors across all relevant buildings.
• Preparation, priming, and painting of steel, aluminium, timber, and concrete surfaces following relevant standards.
• Replacement of broken glass panes and hardware (hinges, latches, etc.) on windows and doors.
• Adherence to heritage recommendations and obtaining necessary approvals.
• Implementation of a phased refurbishment program with quality checks and inspections.
• Provision of site management, safety, and environmental plans.

The contractor must collaborate with heritage and architectural professionals, and work within the specified timeline, ensuring minimal disruption to municipal functions.

Technical Requirements

• Use of materials compatible with existing surfaces, matching current shades and finishes.
• Preparation of surfaces in accordance with SANS standards (e.g., cleaning, rust removal, priming).
• Application of specified paints and coatings (e.g., Dulux Weatherguard series) following manufacturer recommendations and standards.
• Replacement of glass panes with matching thickness and specifications, ensuring proper glazing and sealing.
• Refurbishment, realignment, and lubrication of hardware components.
• Compliance with heritage guidelines, including obtaining approvals for interventions.
• Implementation of safety measures, including working at heights with scaffolding or MEWPs, fall arrest systems, and PPE.
• Adherence to occupational health and safety regulations, including preparation of safety plans and incident reporting.
• Phased execution with quality inspections, defect rectification, and final handover.

Skills and Competencies Required

• Proven experience in external building refurbishment, painting, and window/door repairs, with references of similar projects (minimum R500,000 per project).
• CIDB grading of 3GB or higher.
• Technical expertise in surface preparation, coating application, and hardware refurbishment.
• Knowledge of heritage conservation standards and heritage approval processes.
• Capability to manage phased projects, including scheduling, quality control, and safety compliance.
• Skilled workforce trained in working at heights, scaffolding, and use of MEWPs.
• Ability to collaborate with heritage and architectural professionals and municipal authorities.
• Strong safety management skills, including development of safety plans and incident reporting.
• Effective site management, including logistics, supervision, and coordination of subcontractors.
