Objectives

The primary objective of this tender is to appoint a contractor responsible for the operation, preventative maintenance, and maintenance management of the Stellenbosch, Wemmershoek, and Pniel Wastewater Treatment Works (WWTW) until 30 June 2029. The contractor will oversee the efficient and compliant operation of the treatment plants, ensuring environmental standards are met, assets are maintained, and service delivery is optimized.

Scope

The scope includes:

• Operation of the wastewater treatment processes at Stellenbosch, Wemmershoek, and Pniel WWTWs.
• Routine and preventative maintenance of all process units and assets.
• Management of process control, staff, and operational procedures.
• Implementation of maintenance schedules, repairs, and asset management.
• Compliance with environmental permits, legal requirements, and performance guarantees.
• Training and integration of municipal staff into operational activities.
• Reporting, documentation, and recordkeeping as per contractual and regulatory requirements.

Technical Requirements

The technical requirements encompass:

• Operation of key process units including inlet works, flow splitters, fine screening, membrane bioreactors (MBR), CAS plants, aerobic digesters, sludge dewatering, disinfection systems, SCADA, and control systems.
• Maintenance of all process units, equipment, and assets in accordance with manufacturer specifications, operational manuals, and industry standards.
• Implementation of preventative and corrective maintenance programs.
• Monitoring and controlling effluent quality within license limits, including parameters such as COD, TSS, ammonia, faecal coliforms, chlorine, and pH.
• Management of sludge and residuals, including disposal and handling.
• Compliance with occupational health and safety, environmental, and water quality legislation.
• Use of SCADA and automation systems for process control and data management.
• Provision of operational reports, incident logs, and performance documentation.

Skills Requirements

The tender mandates the following skills and qualifications:

• Qualified project or contract managers with at least 5 years of experience in wastewater treatment operations.
• Senior process controllers with a minimum of Class V registration from the Department of Water and Sanitation.
• Maintenance managers/planners with at least 8 years of experience in similar facilities.
• Skilled technicians including electricians, millwrights, and mechanical fitters with relevant experience.
• Operational staff with appropriate qualifications, including process controllers (Class III, IV, V), laboratory technicians, and support personnel.
• Knowledge of environmental legislation, safety standards, and asset management practices.
• Ability to operate SCADA systems, interpret process data, and implement maintenance and operational procedures.
• Effective communication, reporting, and teamwork skills to coordinate with municipal staff and stakeholders.
