Objectives

The primary objective of this tender is to appoint an experienced service provider to operate, maintain, and service chemical toilets within the Stellenbosch municipal area (WC024). The service provider will be responsible for supplying, maintaining, and ensuring hygienic conditions of portable chemical toilets to meet community needs and operational requirements until 30 June 2029.

Scope

The scope includes:

• Provision of portable chemical toilets at designated locations within the Stellenbosch municipal jurisdiction.
• Regular servicing of the toilets twice weekly, including cleaning, sanitation, and odour control.
• Installation and positioning of toilet units at specified sites, ensuring stability and safety.
• Monitoring and maintenance of toilet units, including repairs or replacements of damaged or missing units.
• Adherence to health, safety, and environmental standards during operations.
• Servicing areas such as Jamestown, Kylemore, Jonkershoek, Klein Mooiwater, Mescheo/Claytile, Piel, Wemmershoek, and other identified locations within WC024.

Technical Requirements

The technical specifications include:

• Non-flush design portable chemical toilets with specified capacity, waste tanks, ventilation, and additional features as per tender documentation.
• Servicing frequency of twice a week, preferably on Tuesdays and Fridays, unless instructed otherwise.
• Interior surfaces, toilet seats, and surrounding areas must be jet-cleaned to maintain hygiene.
• Use of appropriate chemicals to ensure sanitation and odour control.
• Installation on stable, adequately compacted surfaces to prevent tipping or movement.
• Timely reporting and management of damaged, stolen, or missing units.
• Proper handling and disposal of waste, preventing spillages and environmental pollution.

Skills and Requirements

The service provider must demonstrate:

• Proficiency in understanding and interpreting all relevant drawings, instructions, and specifications.
• Ability to conduct detailed visual inspections and provide feedback.
• Competence in on-site measurements, level assessments, and alignment checks.
• Strong knowledge of health and safety regulations applicable to the work environment.
• Own private, roadworthy vehicle for transportation of personnel and equipment.
• Personal cell phone and laptop with internet and email access for communication with municipal officials.
• Capacity to terminate the contract in whole or in part if the contractor engages in corrupt or fraudulent practices, or breaches contractual obligations.
