Objectives

The primary objective of this tender is to construct sanitation facilities at Mahamane Junior Secondary School in the Eastern Cape Province under the Sanitation 60 Programme. The project aims to improve sanitation infrastructure in schools, ensuring safe, hygienic, and sustainable sanitation solutions that meet health and safety standards, and promote community well-being.

Scope

The scope of work includes:

• Construction of sanitation facilities, including 5000L rainwater harvesting tanks and ditch drains.
• Provision of associated civil works such as excavation, foundation, plumbing, roofing, plastering, and finishing.
• Implementation of health and safety measures on site as per specifications.
• Development of site-specific health and safety plans, risk assessments, and environmental management plans.
• Coordination with local services and ensuring minimal disruption to existing school activities.
• Provision of welfare facilities, signage, and safety notices on site.

Technical Requirements

The technical requirements encompass:

• Adherence to the scope of work detailed in Part C3, including construction of sanitation units, rainwater tanks, and drainage systems.
• Compliance with health and safety specifications, including safety files, risk assessments, and method statements.
• Provision of Certificates of Compliance for all relevant statutory and safety standards.
• Development and submission of construction implementation plans addressing labour, materials procurement, and site logistics.
• Use of approved materials, equipment, and construction methods as per standards and specifications.
• Regular site inspections, testing, and quality assurance procedures.

Skills Requirements

The tenderer must demonstrate the following skills and competencies:

• Registered CIDB contractor grading of at least 5 GB or higher.
• Proven experience in constructing sanitation facilities, rainwater harvesting systems, and drainage infrastructure.
• Qualified and experienced technical personnel, including project managers, site supervisors, health and safety officers, and skilled artisans with a minimum of 5 years’ experience in building works.
• Capability to develop and implement health and safety plans, risk assessments, and environmental management plans.
• Ability to manage local SMMEs and procurement of materials within the local area, ensuring compliance with set participation targets.
• Effective communication, coordination, and project management skills to ensure timely completion within 24 weeks.
• Demonstrated financial capacity and resources to undertake the project, including equipment, manpower, and safety infrastructure.
