Objectives

The primary objective of this tender is to construct sanitation facilities at Njongozabantu Senior Secondary School in the Eastern Cape Province under the Sanitation 60 Programme. The project aims to improve sanitation infrastructure in schools, promote health and safety, and support community development through the participation of local SMMEs and suppliers.

Scope

The scope of work includes:

• Construction of sanitation facilities at Njongozabantu Senior Secondary School.
• Installation of 5000L rainwater harvesting tanks and ditch drains.
• Provision of necessary site infrastructure, safety measures, and environmental management.
• Development of health and safety plans, risk assessments, and compliance documentation.
• Coordination with local services and ensuring minimal disruption to existing school activities.

Additional site-specific activities include excavation, plumbing, roofing, plastering, fencing, and electrical work as per detailed drawings and specifications.

Technical Requirements

The technical requirements encompass:

• Adherence to the scope of work outlined in Part C3, including construction of sanitation units, rainwater tanks, and drainage systems.
• Compliance with health and safety specifications, including development and approval of site-specific health and safety plans.
• Implementation of environmental management plans and waste management procedures.
• Provision of Certificates of Compliance for all relevant standards and regulations.
• Use of approved materials and equipment, with proper testing and inspection prior to installation.
• Development of construction implementation plans addressing labor, procurement, and site logistics.
• Preparation of detailed drawings and site information as per Part C4.

Skills and Competency Requirements

The tenderer must demonstrate:

• Registration with the CIDB in a contractor grading designation of at least 4 GB, or capable of being registered prior to evaluation.
• Experience in constructing sanitation facilities, with at least three completed projects valued at R3,600,000 or more within the past three years, including two projects in the Eastern Cape.
• Proven technical competence through CVs and qualifications of key personnel, including project managers, site supervisors, and health & safety officers with minimum 5 years’ experience.
• Capacity to handle current workload, with no more than two ongoing projects at the time of evaluation.
• Demonstrated reliability and good reputation, supported by references and project completion certificates.
• Ability to develop and implement comprehensive health and safety and environmental management plans.
• Financial capacity to cover costs related to engaging SMMEs, local suppliers, and project execution.
• Knowledge of relevant standards, regulations, and best practices in construction, health & safety, and environmental management.
• Effective communication and coordination skills, with experience in working with local communities and stakeholders.
