Objectives

The primary objective of this tender is to solicit qualified contractors to construct sanitation facilities at Qhayiya Secondary School in the Eastern Cape Province under the Sanitation 60 Programme. The project aims to improve sanitation infrastructure in schools, ensuring health, safety, and environmental standards are met, and to promote local SMME participation and procurement of materials within the local area.

Scope

The scope of work includes the construction of sanitation facilities, rainwater harvesting tanks, ditch drains, and associated civil works at Qhayiya Secondary School. Specific tasks involve:

• Construction of sanitation facilities (toilets, washrooms, etc.)
• Installation of 5000L rainwater harvesting tanks
• Construction of ditch drains
• Site preparation, safety, and environmental management
• Provision of necessary infrastructure, safety measures, and compliance with health and safety specifications

The scope also encompasses health and safety management, environmental protection, site security, and coordination with relevant authorities and stakeholders.

Technical Requirements

The technical requirements include:

• Construction of sanitation facilities compliant with health, safety, and environmental standards
• Implementation of health and safety specifications, including safety files, risk assessments, and safety plans
• Provision of construction and safety signage, barricading, and site demarcation
• Use of approved materials and adherence to standards such as SANS and JBCC
• Proper management of excavation, shoring, scaffolding, and temporary works
• Installation and operation of construction vehicles, mobile plant, and hoisting equipment according to safety standards
• Implementation of environmental management measures, including waste management and pollution control
• Compliance with COVID-19 health protocols, including screening, PPE, social distancing, and hygiene measures

Skills and Competency Requirements

The tenderer must demonstrate the following skills and competencies:

• Valid CIDB registration with a contractor grading designation of at least 4 GB or higher
• Proven experience in constructing sanitation facilities and civil engineering works, with at least three completed projects valued at R3.6 million or above within the past three years
• Experience in health and safety management, including development and implementation of safety plans, risk assessments, and safety files
• Capability to manage site safety, environmental protection, and community engagement
• Qualified personnel, including a full-time Safety Officer with at least 2 years’ experience and relevant certifications (e.g., SAMTRAC)
• Demonstrated capacity to mobilize resources, manage project timelines (24 weeks), and coordinate with local SMMEs and suppliers
• Financial stability and the ability to provide necessary insurances, guarantees, and compliance documentation
• Ability to adhere to environmental, health, safety, and COVID-19 protocols as specified in the tender documentation
