Objectives

The primary objective of this tender is to construct sanitation facilities at Sandi Senior Secondary School in the Eastern Cape Province under the Sanitation 60 Programme. The project aims to improve sanitation infrastructure in schools, ensuring safe, hygienic, and sustainable sanitation solutions that meet health and safety standards, with a focus on local SMME participation and compliance with environmental and safety regulations.

Scope

The scope of work includes:

• Construction of sanitation facilities at Sandi Senior Secondary School.
• Installation of 5000L rainwater harvesting tanks and ditch drains.
• Provision of associated civil works, including earthworks, plumbing, roofing, plastering, and finishing.
• Implementation of health and safety measures, environmental management, and site security.
• Development of construction and safety plans, including risk assessments and method statements.
• Participation of local SMMEs with set-aside procurement for materials (5%) and engagement in supervision and attendance.

Technical Requirements

The technical requirements encompass:

• Adherence to the scope of work as detailed in Part C3, including construction of sanitation units, rainwater tanks, and drainage.
• Compliance with health and safety specifications, including safety files, risk assessments, and safety plans.
• Provision of site-specific drawings and site information.
• Implementation of environmental management plans and waste management procedures.
• Ensuring all construction activities meet statutory and regulatory standards, including the JBCC Conditions of Contract and Occupational Health and Safety Act.
• Use of approved materials and standard construction practices, with quality assurance and certification of compliance.
• Development of a construction implementation plan addressing labor, material procurement, and project timelines.

Skills and Skills Requirements

The tenderer must demonstrate:

• Registration with CIDB in a contractor grading designation of at least 4 GB or equivalent, with valid registration on evaluation and award days.
• Proven experience in constructing sanitation facilities and civil engineering works, with at least three similar projects completed within the past three years, each valued at R3.6 million or more.
• Capacity to manage multiple projects, with no more than two current projects under construction or recently awarded.
• Technical competence of key personnel, including CVs with at least 5 years’ experience in building works, project managers, safety officers, and site supervisors.
• Ability to develop and implement health and safety, environmental, and construction management plans.
• Demonstrated financial stability and resources, including equipment, physical facilities, and managerial capability.
• Knowledge of statutory requirements, including environmental regulations, health and safety legislation, and quality standards.
• Capacity to engage and supervise local SMMEs, with experience in community participation and procurement.
• Compliance with all statutory and regulatory requirements, including tax, CIDB, COIDA, and VAT registration.
• Ability to develop detailed construction and safety plans, risk assessments, and method statements, with evidence of relevant training and certifications.
