Objectives

The primary objective of this tender is to appoint a qualified professional service provider (PSP) to design, review, amend, and finalize the development of the 2nd phase of the landfill site in Delmas. The PSP will also provide full-time construction supervision and quality assurance to ensure compliance with environmental and regulatory conditions, particularly the stringent requirements of the Record of Decision (ROD) issued by DARDLEA and DWS. The project aims to address non-compliance issues of the existing Cell 1, mitigate environmental risks, and ensure the safe expansion and closure of the landfill in accordance with environmental standards and regulations.

Scope

The scope of work includes:

• Review and amend the existing landfill design to meet full compliance with ROD conditions and NEMWA regulations.
• Finalize detailed engineering design for Cell 2, including advanced groundwater protection measures such as herringbone underdrainage, Electric Leak Location Surveys (ELLS), and solute transport modeling.
• Provide full-time construction supervision and quality assurance during the development of Cell 2, ensuring adherence to environmental, safety, and technical standards.
• Implement environmental protection measures to prevent leachate contamination and groundwater uplift pressures.
• Ensure the development aligns with legal, environmental, and safety standards to prevent legal actions or license cancellations.
• Coordinate with relevant authorities and ensure timely project delivery within the 36-month period.

Technical Requirements

• Demonstrated experience in landfill design, construction, and environmental compliance, specifically in similar projects.
• Ability to review and amend partial designs to achieve full compliance with ROD and NEMWA standards.
• Provision of detailed technical design including groundwater management, stability assessments, and environmental safeguards.
• Full-time construction supervision with qualified personnel, including engineers and geotechnical specialists.
• Implementation of advanced groundwater protection and monitoring systems.
• Provision of quality assurance and control throughout the project lifecycle.
• Compliance with all relevant environmental, safety, and construction standards.

Skills Requirements

• Professional engineers registered with ECSA, with specialization in civil, geotechnical, and environmental engineering.
• Key personnel with extensive experience in landfill design, environmental management, and construction supervision.
• Proven track record of successfully completing similar landfill projects, with documented references and appointment letters.
• Experience in groundwater modeling, leachate management, and environmental impact assessments.
• Ability to coordinate multidisciplinary teams and liaise with regulatory authorities.
• Strong project management, quality assurance, and health & safety capabilities.
• Knowledge of NEMWA regulations, ECSA standards, and environmental best practices.
