Objectives

The primary objective of this tender is to procure a contractor for a 36-month contract to carry out repair and maintenance services on Integrated Security Systems (ISS) at multiple correctional centres, including Embongweni, Kokstad Medium B, Napierville Medium A, Qalakabusha, Tswelopele, Standerton, Gqeberha North End, and Tzaneen Correctional Centres.

Scope

The scope encompasses the repair, maintenance, and management of integrated security systems across the specified correctional centres. The contractor is responsible for implementing skills development initiatives aligned with the cidb Standard for Developing Skills through Infrastructure Contracts, including training and placement of learners and candidates as part of the project execution.

Technical Requirements

• Achievement of the Contract Skills Development Goal (CSDG) as per the cidb Standard (Gazette Notice No.48491, April 2023).
• Implementation of skills development activities such as occupational qualifications, trade qualifications, work-integrated learning, and professional candidate placements.
• Provision of structured workplace learning opportunities, including stipends, mentorship, and additional costs (e.g., PPE, medical assessments, course fees).
• Submission of baseline training plans, progress reports, and completion reports using prescribed proforma documents.
• Compliance with specified training methods and the integration of skills development into the project management and execution plan.

Skills Requirements

The tender requires the contractor to possess or facilitate skills in:

• Project management and coordination of security system repairs and maintenance.
• Training and mentoring of learners and candidates across various skills methods (occupational qualifications, trade qualifications, work-integrated learning, professional registration).
• Implementation of skills development activities in accordance with the cidb Standard, including planning, reporting, and record-keeping.
• Engagement with recognized Skills Development Agencies (SDAs) and adherence to the prescribed training and mentorship frameworks.
• Financial management of skills development costs, including stipends, mentorship payments, and additional training expenses.
