Objectives

The primary objective of this tender is to complete outstanding works and refurbish vandalized components at the Klipgat Reservoir, including the bulk water pipeline, valve chambers, manholes, and associated infrastructure. The project aims to finalize construction, ensure structural integrity, and test the reservoir and pipelines for water tightness, complying with relevant standards and safety regulations.

Scope

The scope encompasses:

• Completion of the 10ML concrete reservoir, including installation of inlet/outlet pipes, valves, and control chambers.
• Refurbishment and installation of vandalized or missing components such as valves, manholes, and fencing.
• Construction of rock slope protection, fencing, guardrails, and testing of the reservoir.
• Installation and commissioning of control valves, pressure sensors, and level indicators with associated instrumentation.
• Implementation of safety, health, and environmental controls, including hazard assessments, safety plans, and community liaison.
• Provision of all necessary materials, equipment, and labor in accordance with standards and specifications.

Technical Requirements

• Completion of all outstanding works as per drawings, specifications, and approved plans.
• Use of materials compliant with latest SANS standards and municipal specifications.
• Installation of control valves (altitude, flow, and anti-cavitation), pressure transmitters, and level indicators with calibration and testing.
• Sealing and waterproofing of reservoirs with specialist-approved systems, including testing for water tightness.
• Construction of fencing, manholes, and associated civil works in accordance with standard specifications.
• Implementation of health and safety measures, hazard assessments, and environmental controls as per regulations.
• Provision of monitoring, reporting, and documentation including daily site records, safety files, and progress reports.

Skills and Competencies Requirements

• Contractors must have a CIDB grading of 6CE or higher, with proven experience in civil water infrastructure projects.
• Key personnel must include:
  • Project Manager: NQF Level 5+ in Civil Engineering, with at least 3 relevant completed projects.
  • Site Agent: NQF Level 7+ in Civil Engineering, with experience in reservoir and pipeline projects.
  • Supervisors and Foremen: NQF Level 4+ in Civil Engineering, with at least 5 relevant projects.
  • Health and Safety Officer: Registered with SACPCMP, with experience in construction safety management.
• Personnel must be trained and certified in occupational health and safety, hazard identification, and emergency response.
• Contractors must demonstrate capacity in project management, safety compliance, and environmental management.
• Experience in installing control valves, instrumentation, waterproofing, and civil works for reservoirs and pipelines is essential.
• All personnel involved in critical activities must hold relevant qualifications, certifications, and proof of competency.
