Objectives

The primary objective of this tender is to facilitate the long-term lease and development of Erf 82 Ga-rankuwa Industrial, a strategically located industrial property. The development aims to activate the township economy, attract private sector investment, create employment opportunities, and foster inclusive economic growth within the Ga-Rankuwa region. The initiative seeks to optimize municipal assets, support SMMEs, and position Ga-Rankuwa as a key industrial and logistics hub aligned with the City’s broader economic and spatial development strategies.

Scope

The scope encompasses:

• The development of approximately 20,393 m² of vacant industrial land zoned Industrial 1.
• Provision of a long-term lease (up to 30 years) to a qualified developer or investor.
• Implementation of development projects such as logistics hubs, supplier parks, or related industrial facilities.
• Compliance with municipal, environmental, and building regulations, including obtaining necessary land use rights and statutory approvals.
• Provision of infrastructure services, including water, sanitation, and electricity, with upgrades at the developer’s cost if required.
• Adherence to sustainability principles, including green building practices and climate resilience measures.

Technical Requirements

The technical scope includes:

• Preparation and submission of detailed development and land use plans, including conceptual and 3D designs.
• Implementation of a project plan with clear timelines, milestones, and deliverables.
• Provision of infrastructure upgrades, including water, sewer, and electrical connections, at the developer’s expense.
• Design and construction of development facilities aligned with the City’s climate action and green building policies.
• Compliance with the National Building Regulations, SANS 10400 standards, and fire safety requirements.
• Incorporation of sustainable water and energy use, waste management, and resource efficiency.
• Provision of fire access, stormwater management, and other safety measures.

Skills Requirements

The tenderer must demonstrate:

• Experience in delivering similar industrial or commercial development projects, with proof of successful completion and project value.
• Technical expertise in urban planning, civil engineering, architecture, and project management.
• Professional registration with relevant bodies such as the Engineering Council of South Africa, South African Council for the Architectural Profession, or South African Council for the Quantity Surveying Profession.
• Capacity to develop and implement sustainable and climate-resilient infrastructure solutions.
• Financial capacity to undertake the development, supported by audited financial statements and proof of funding.
• Knowledge of municipal regulations, environmental legislation, and green building standards.
• Ability to manage stakeholder engagement, including community, municipal authorities, and private sector partners.
