Objectives

The primary objective of this tender is to appoint a qualified contractor to provide comprehensive cleaning and gardening services within the NTCSA Northern Grid region for a period of thirty-six (36) months. The services aim to ensure that all properties are maintained in a hygienic, fully functional, and optimal condition, including provision of manpower, supervision, management, materials, equipment, and waste management.

Scope

The scope encompasses:

• All-inclusive cleaning and gardening services across all Northern Grid sites.
• Provision of cleaning and gardening manpower, supervision, and management.
• Supply of staff uniforms and PPE.
• Supply and maintenance of materials, consumables, and equipment.
• Waste management services.
• Deep cleaning of furniture, carpets, blinds, and partitions.
• Indoor plant maintenance, tree pruning up to 3.3 meters, weed spraying in lawns, paving, tar, and high voltage yard areas.
• Provision of emergency response and site-specific services as required.
• Services extend to multiple specified sites within the Northern Grid, including various substations and regional offices.

Technical Requirements

The contractor must adhere to the following technical standards and requirements:

• Workmanship must meet recognized best practices and standards, with quality approval by the Employer.
• Implementation of an ISO 9001:2015 compliant quality management system, including inspection, testing, and record-keeping.
• Provision of appropriate PPE and uniforms, including safety boots, gloves, and dust masks, based on risk assessments.
• Provision of own transport for staff, with compliance to safety and operational policies.
• Compliance with all relevant safety, health, and environmental standards, including Eskom SHE standards and applicable legislation.
• Use of tools and equipment required for service delivery, ensuring safety and operational efficiency.
• Adherence to specified working hours, with flexibility for changes as instructed by NTCSA.
• Proper management of consumables and equipment inventory, with regular reporting to the Service Manager.
• Execution of deep cleaning, plant maintenance, weed spraying, and other specified activities under supervision.

Skills Requirements

The contractor shall ensure that staff possess the following skills and qualifications:

• Skilled and qualified personnel in cleaning, gardening, and maintenance tasks.
• Staff trained in safety protocols, including the use of PPE and adherence to Eskom’s life-saving rules.
• Personnel capable of operating and maintaining cleaning and gardening equipment.
• Supervisory staff with experience in managing cleaning and gardening teams and ensuring quality standards.
• Ability to respond promptly to emergencies and site-specific requirements.
• Knowledge of relevant legislation and standards, including occupational health and safety, quality management, and environmental regulations.
