Objectives

The primary objective of this tender is to ensure the availability of skip bins to support waste management operations within Mogale City Municipality. The initiative aims to facilitate proper waste storage, loading, and transportation, thereby maintaining cleanliness and enhancing waste service delivery, especially in informal settlements and areas generating large waste quantities.

Scope

The scope involves the supply, delivery, and offloading of various types of skip bins on an as-and-when-required basis over a period of three years. The tender covers multiple categories of skip bins and related equipment, including:

• 5.5 m³ Rear End Loader (REL) skip bins
• 6 m³ REL skip bins
• 12 m³ open roll-on skip bins
• 28 m³ roll-on skip bins
• 28 m³ roll-on skip bins with specific lifting mechanisms

Contractors may be awarded one or multiple categories, and all selected categories must be fully completed. The service includes conducting site visits before manufacturing to confirm specifications and ensuring compliance with technical standards.

Technical Requirements

The technical specifications for the skip bins are detailed and include:

• Construction from steel with a minimum Ultimate Tensile Strength (UTS) of 430 MPa to 500 MPa
• Specific dimensions and reinforced structures, including side plates, front and rear plates, floors, and stiffeners
• Design features such as lifting lugs, tipping bars, drain holes, net hooks, reflective chevrons, and numbering for asset control
• Coating with lead-free self-etching primer and industrial enamel in approved colors (e.g., Golden Yellow)
• Compliance with ISO 9001:2015 quality management standards, either issued in the manufacturer’s name or via a signed confirmation letter
• Full welding in high-stress areas and structural integrity as per approved drawings and specifications
• Provision of detailed drawings and consultation with the department prior to manufacturing

Additional technical requirements include the use of certified components, adherence to safety standards, and proper marking and numbering for asset management.

Skills and Skills Requirements

The tender stipulates that bidders must demonstrate:

• Relevant experience in manufacturing, supplying, or delivering similar waste containers or skip bins, supported by reference letters and purchase orders
